 In the market economy, access to scientific and technical progress requires advanced knowledge of young team, pupils and students are an important platform for social economic development of our country.

Investment in education and training is considered as the national agenda of many countries in the world as well as in Vietnam.

The introduction of the Decision No.157/2007/QD-TTg dated 27 September 2009 of the Prime Minister on credit for students and pupils taken by Social Policy Bank has received social consensus and is a policy that simultaneously achieves both efficiency in terms of value and practical significance humanities.

Credit program for students and pupils is a major policy of the Party and state giving priorities in education, social security, financial support for students, students from poor families so that they have conditions for learning, rising up in life and contributing to improving the quality of human resources, training talents for the country.

For credit sources actually promoting efficiency, it requires branches, levels, mass organizations, households, students to be responsible for the inspection and monitoring of use of loans effectively and making due repayment in accordance with the Bank's commitment.

Improving efficiency of credits for students is the ability to limit bad debt, which helps capital invested for right purpose, bringing quality of resources to society especially in the Thanh Hoa province.

Stemming from the practice, I chose to the topic "How to improve the credit system for students at Thanh Hoa bank for social policies" as my thesis. The research topic focuses on some main contents as follows: Starting from a theoretical basis and practical survey via credit situation for students in BSP Thanh Hoa, the efficiency of the credit for the students depends on five main groups of factors. In this thesis, the author also classified them into five groups including: The social economic environment: legal environment; Cause from BSP; cause from the borrowers, other causes (Local governments, organizations, schools and units to getting students to work after graduation)

Scope of research: the theme focuses on the status of credit for students and pupils; these solutions to improve the efficiency of bank credit for students and pupils in BSP Thanh Hoa, secondary data collected from the branch from 2010 to 2012 and proposed solutions for the next year.

In this topic, the author combines multiple research methods including survey methodology through the actual data collection; analysis of credit conditions for students and pupils at affiliates in the BSP Thanh Hoa, the author draws the strengths, weaknesses, achievements, shortcomings and its causes.

The method of sample surveys through survey questionnaires sent to staff from the provincial leadership of the BSP to the district, the district steering committee, the head of the loan groups, based on data collected from a questionnaire, the author will analyze the data with SPSS software version 16.0.

In addition to the two above methods, the thesis also uses statistical methods, synthesis and comparison methods to have more accurate conclusions about the research.
