 Ever since people began forming groups to accomplish goals they could not achieve as separate individuals, the governance was a necessary element to ensure coordinated efforts individuals. As administrators increasingly rely on joint efforts for many groups and organizations become more extensive, so the task of governance is increasingly important. However, perhaps there is no activity in the field of public administration more important human activities, because all managers at all levels and in all settings are basic task is set Design and maintain an environment in which individuals working together in groups, can accomplish the mission and its objectives.

Any enterprise or an organization, whether they are large stature anywhere, in any field activities, the importance of the human factor is an obvious fact that no one is denied. Therefore, the issue of human resource management is increasingly interested managers and research analysts, sees this as one of the core management functions and most important management process.

Therefore, in order to promote efficiency in the work of teams and individuals at VNPT Quang Ngai, the author conducted a study "How to improve working performance in terms of Human Resource Management at VNPT Quang Ngai", through surveys and opinion leaders of VNPT Quang Ngai staff through the following four factors: (1) Professional Knowledge, (2) Professional Skills, (3) Working Attitude, (4) Leadership.

With the collection of opinion leaders and staff of VNPT Quang Ngai, use support tools using SPSS software, the authors conducted a statistical analysis, analysis of Cronbach alpha reliability analysis exploratory factor (EFA) and regression analysis to bring the final study results. On this basis, the authors propose the solution to VNPT Quang Ngai in the work of human resource management and recruitment fair aimed at promoting the overall performance of the company.
