 Information Technology (IT) is a collection of scientific methods, modern means and technical - mainly computer engineering and telecommunications - to organize effective exploitation and use of potential and rich information resources in every human activity and in the society. IT development is a priority in the development strategy of science and technology in Vietnam during the industrialization - modernization period.

Recognizing the importance of human resource factor, all individuals and organizations need to pay more attention to the training of human resources development - a decisive work for a nation, an organization and a locality to exist and grow in the competition and integration.

Stemming from the above reason, I have decided to choose the theme: "A study of factors affecting on the quality of IT human resources in Thai Binh province" as my thesis.

The research topic focuses on some main contents as follows:

Situation of training and development of human resources in information technology in the province of Thai Binh

Assessment of the importance of the factors affecting the quality of human resources of information technology in Thai Binh

The scope of the research topic is to assess the importance of factors affecting the quality of information technology human resources in Thai Binh province.

The thesis will be limited to the theoretical issues and propose solutions to improve the quality of human resources in Thai Binh province.

To conduct the study, the author uses research methodology including the following steps:

Identify research engine; Identify research objectives; Summarize data related to the research topic; Design framework; Design questionnaire (the votes: N 〉 m*5); Conduct surveys, investigations, Collecting primary information, analysis and interpretation of data; Conclusions and proposed solutions.

From the theoretical basis presented in Chapter 2 of the thesis, the author chooses the model and designs questionnaires to assess the importance of factors affecting the training and development of information technology human resources in Thai Binh province.

200 answer sheets were sent to managers, a number of experts and officials in departments, sectors and agencies in the province of Thai Binh; after 40 days from the delivery date, the author contacts units and individuals to receive the answer sheets.

The contents of the questionnaires focuses on learning the importance of factors affecting the training and development of information technology human resources in Thai Binh province. The questionnaires include 3 main contents. (see appendix)

The first content is to understand and refine respondents.

At the second content, the author uses 5-level scale of LikertRensis to assess the importance of factors affecting the training and development of information technology human resources in Thai Binh.

At the third content, the author uses open-ended questions to learn the factors affecting the importance of factors affecting the training and development of information technology human resources in Thai Binh.

Total number of votes received are 162 votes at the rate of 81%, of which 32 were removed due to its invalidity, the remaining 130 votes are analyzed by using SPSS software version 16.0. From the results, the author proposes the solutions to the topic.

From the results, the author offer solutions to improve the quality of human resources working in the information technology in Thai Binh province as follows:

Solution to innovation of programs, content, methods, training processes in order to improve the quality of IT human resources

Group of solutions related to growth rate and population size

Group of solutions related to the development of education, training, health care and public health.

Solutions related to macro-economic policy of the state

Solutions related to the socio-economic development

Group of solutions to attract IT human resources.

Conclusions: The goal of this thesis is to study the situation and propose solutions to the training and development of information technology human resources to meet the demand of growth and integration of Thai Binh province in the new development stage. The solutions are to attract, train and develop information technology human resources through survey methods of importance of the factors affecting the quality of human resources in the field of information technology in the province Thai Binh. Thereby, we can apply the learned knowledge and incorporate practical issues to make personal recommendations to contribute to the training and development of information technology human resources to meet the growth demand of Thai Binh province in the new development stage.
