본 연구는 인도네시아의 수도인 자카르타 구도심(old downtown in Jakarta)의 활성화를 도모하기 위한 공간·기능적 개편을 제안하는 계획·설계형 연구이다. 근대산업기에 발전을 이룬 전세계 대부분의 도시들과 같이 자카르타의 구도심도 급속한 쇠퇴기를 맞고 있으며, 이로 인해 도시 활력의 저하와 슬럼화 현상이 확산되고 있다.
자카르타 구도심은 수 백여 년 동안 네덜란드 영향권 속에서 전근대, 근대를 거치면서 다양한 역사와 문화가 누적되고 변천되어 왔다. 그러나 광복(1945년) 후 65년이 지난 현 시점에서의 자카르타 구도심은 정체성 회복과 자생적인 변화 차원에서의 창조적 발전에는 미치지 못한 채, 여러 가지의 도시문제들이 혼재되며 쇠퇴하는 구도심의 전형적인 모습으로 전락하고 있다,
이에 본 연구에서는 자카르타 구도심이 겪고 있는 각종 도시문제들에 대한 심층적인 진단과 이의 해소를 통해 자카르타 구도심의 활성화를 위한 방안을 찾는 것을 목적으로 한다. 특히 자카르타 구도심이 보유한 입지적 장점(구항만지역, 자카르타역 일대), 환경적 장점(바다와 연접, 수로 관통), 도시기능적 장점(보행권, 산재한 문화유산군), 경관적 장점(역사적 건축물군과 가로경관) 등에 주목하고, 이와 관련하여 내·외적으로 발견되는 잠재력 발굴, 또 이들 상호간의 조화와 혁신을 통한 시너지 효과의 발현에 초점을 둔다.
본 연구는 크게 3 단계로 진행된다.
첫째는 구도심이 보유한 자원들을 발굴하고 현재발생하고 있는 각종 도시문제들을 진단하는 ‘조사분석의 단계’다.
둘째는 도출된 잠재력과 문제점들을 토대로, 이의 가치 확장과 문제 해소를 위한 전략을 강구하는 ‘전략구상의 단계’다.
셋째는 구도심 일대의 마스터플랜을 계획하고, 이 중 2개소의 거점지구에 대한 설계를 진행하는 ‘계획설계의 단계’다.
본 연구에서는 자카르타역(Jakarta Station)에서 항구(Sunda Kelapa Port)까지 이어지는 구도심 내에 두 가지의 중요한 공간요소가 있다는 것에 주목한다. 첫째는 전근대기에 형성된 수로(Great River)가 흐르고 있다는 점이며, 둘째는 옛 자카르타시청(현 박물관)과 광장이 존재하고 있다는 점이다.
이 공간요소들을 사이에 두고, 자카르타 구도심 일대에는 다양한 전근대, 근대기, 현대기의 자원(역사자원, 경관자원, 도시인프라자원, 환경자원 등)이 산재되어 있다. 이러한 관점 속에서, 본 연구에서 자카르타 구도심의 활성화를 위해 '네트워킹(networking)’ 개념을 핵심 전략으로 선택하였다.
네트워킹의 선택은 자카르타 구도심 일대가 보행권이라는 점과 역사적인 네덜란드풍의 건축물군이 가로를 따라 현존하고 있다는 점과도 깊은 연관성을 가진다. 또한 구도심의 남북방향으로 흐르는 수로변을 따라 역사적 분위기의 하천경관이 존재하며, 이 수로가 다양한 근대기의 역사가 남아있는 항구와 연계된다는 점에서 구도심은 물론 워터프론트 관점에서의 항구 재생을 동시에 도모할 수 있다는 가능성도 관련이 된다.
본 연구에서 마스터플랜의 핵심지역으로 선택한 수로변은 시청광장(현 박물관)과 직접 연결이 가능하며, 수로변에 산재한 레드 하우스(Red House) 등 역사적인 건축유산들과의 보행연계가 가능한 입지 조건을 가지고 있으며, 특히 네덜란드 암스테르담의 수로(싱켈운하)를 연상케 하는 17세기 풍의 수변경관을 인지할 수 있는 지역이다.
마스터플랜은 시청광장과 수로 사이에 거점 블록(Block A)을 확보하고, 항구와 연계되는 북쪽 지역에 새로운 거점 블록(Block B)을 형성하는 것을 기본으로 한다. 두 블록은 제안되는 3개소의 보행교를 통해 수로와 보행, 경관, 기능적으로 긴밀한 연계를 이루게 된다.
블록 A는 기존 블록의 시설(공간)을 최대한 보존하고 부분적인 리모델링을 통해 문화전시와 관람이 이루어지는 박물관형 블록으로 설계한다. 특히 현존하는 와양박물관(Wayang Museum)의 기능을 확대하여 시청광장과 수로를 연결하는 야외박물관(outdoor museum)을 하는 것을 가장 중요한 개념으로 삼으며, 시청광장을 찾는 방문객들을 수로로 보행 연결하는 계획의도를 가진다.
블록 B는 기존 블록을 완전히 새로운 블록으로 재구성하며, 주로 야외활동이 이루어지는 여가와 문화공연의 장으로 설계한다. 수로와 구도심 내 보행가로를 따라 움직이는 방문객과 지역민들의 보행활동을 담는(머물게 하는) 도시기능을 담당하도록 한다. 중앙부에 큰 중정형 광장을 두고 기존 가로경관과 조화를 이루는 2~3층 규모의 가로 건축물들을 계획하여 새로운 문화적 활동공간을 제안한다.
본 연구를 통해 제안되는 계획안이 실제로 적용되기 위해서는 재정 확보 등 여러 가지의 문제점이 있을 것으로 판단한다. 또한 법·제도적, 시공·기술적으로도 어려움이 있을 것으로 보인다.
그러나 본 연구에서 제시된 구도심의 자원에 근거한 통합적 네트워킹 개념과 수로변 두 블록에 대한 특별 거점화 전략은 급속도로 쇠퇴하며, 악화(환경 및 교통 차원)되고 있는 자카르타 구도심의 활성화를 위한 혁신의 실마리를 제공할 수 있을 것으로 판단한다. 특히 본 연구에서 제안된 계획안은 자카르타 구도심의 공공성 회복과 환경문제 해결의 가능성을 열수 있는 창조적인 출발점이 될 것으로 생각한다.
