Changneong-gun is one of the Wetland Cities, where Upo Wetland as a ramsar site is located. Upo Wetland of Changneong-gun has high ecological value, but there are conflicts between stakeholders such as residents, fishermen, and NGEOs. This study analyzed the social-ecological system of the Wetland City and proposed Upo Wetland management strategies. The social-ecological system of the Wetland City can be summarized in three points. First, there is a competition between residents for drainage pumps. Second, there is a conflict related to cutting and preserving willow trees. Third, there is the construction of temporary dams for fishing activities. Based on the analysis of the conflict structure of Upo Wetland, this study proposed three management strategies. First, the spatial scope of the Upo Wetland Protection Area should be expanded. Second, the Upo Wetland management system should be converted to adaptive co-management and adaptive governance rather than adaptive management. Third, nature-based solutions should be introduced based on residents’ traditional ecological knowledge. The results of the analysis of the conflict structure of Upo Wetland and the proposed management strategies are expected to be used as basic materials for establishing a long-term strategy for the Upo Wetland Plan. In addition, it could contribute to the construction of guidelines for designing wetland networks to promote ecosystem services in the wetland city framework.
