1997년 IMF 외환위기가 촉발되면서 한국 정부는 대규모 공적자금을 조성하여 금융산업의 구조조정을 추진하였고, 이 과정에서 부실은행들을 자산부채 이전(P&A), 자본금 출자, 부실채권 매입 등 다양한 방법으로 정리하였다. 본 연구는 스트레스 테스트 방법론에 기반하여 극단적인 금융위기 상황이 발생하는 경우를 가정하여 부실은행 정리를 위해 초기에 투입하여야 하는 정리비용의 측정을 목적으로 한다. 이를 위해 IMF 외환위기와 같은 역사적 시나리오 하에서 은행의 자본적정성 악화 가능성을 계량적인 방법으로 예측하고, 감독기준에 미달하는 은행의 경영정상화에 필요한 초기 투입자금의 규모를 추산하였다. 분석 결과, IMF 외환위기와 같은 극단적 시나리오 하에서 일부 은행의 경우 자본적정성 지표인 BIS 자기자본비율이 8%미만으로 하락하였고, 이를 정상화하기 위해 은행업권에 투입하여야 하는 초기 정리비용은 최대 0.4조 원으로 산정되었다. 만약 부실기준을 BIS 자기자본비율 10%로 상향조정할 경우 그 비용은 3.9조 원까지 증가하는 것으로 나타났다. 그러나 이 같은 정리비용 투입에 앞서 부실은행의 자구노력이 반드시 선행되어야 하며, 이러한 노력이 무산되었을 경우 최후에 금융당국이 개입하는 것이 바람직하다. 한편, 분석대상 업권을 비은행권까지 확대한다면 소요되는 정리비용 규모는 더더욱 증가할 것으로 예상된다. 그러므로 금융당국은 금융회사 건전성에 대한 사전적 모니터링을 강화하고 금융시스템을 선진화하여 금융회사 부실을 미리 방지함과 더불어, 유사시에 대비한 정리기금을 충분히 확충해 둠으로써 금융소비자와 시장 참가자들의 금융안전망에 대한 신뢰를 높일 필요가 있다.
During the 1997 IMF financial crisis, the Korean government raised large-scale public funds to restructure the financial industry, and in this process, insolvent banks were liquidated by the method of purchase and assumption (P&A), capital injection, and purchasing NPLs. The purpose of this study is to measure the initial resolution costs to be put in for liquidating insolvent banks based on the stress test methodology that assumes the occurrence of extreme financial crises. To this end, under a stress scenario such as Korean financial crisis in 1997, the possibility of bank capital adequacy deterioration due to the expansion of credit risk is quantitatively predicted. And the amount of financial support that should be initially raised to normalize the management of banks that do not meet the supervisory standards is estimated. As a result of the analysis, in some banks, the BIS capital ratio, an indicator of capital adequacy, fell to less than 8%, and the initial resolution cost was calculated up to 0.4 trillion won. If the failure standard is raised to 10% of the BIS capital ratio, the cost increases to 3.9 trillion won. However, self-rescue efforts by insolvent banks must be preceded before such resolution costs are incurred. And it is desirable for the financial authorities to intervene lastly. On the other hand, If the scope of analysis is expanded to include the non-banking sector, the resolution costs is expected to increase even more. Therefore, it is necessary for financial authorities to prevent insolvency in advance by reinforcing proactive monitoring of the soundness of financial institutions and advancing the financial system, and sufficient expanding of the resolution fund in preparation for emergencies.
