Purpose The purpose of this study is to identify the leadership factors of middle managers in public enterprises and to determine the relative importance and priority of the factors Methods A survey was conducted on 62 middle managers and practitioners in public enterprises, and the survey data were analyzed in a three-level hierarchical structure using the AHP method.
Results The study found the following results. First, the importance of competency factors was higher than that of personality factors in the first stage factor evaluation. In the evaluation of the sub-factors in the second stage, the importance of the competency factors was observed in the order of communication competency, management competency, and job competency, and the personality factors appeared in the order of morality and sociality. Next, looking at the overall importance and priority of the sub-factors of the 3rd stage, problem solving, listening, fairness, honesty, responsibility, empathy, trust, motivation, respect, goal setting, compensation, conflict resolution, caring, healing, and modeling are in order.
Conclusion In order to achieve sustainable growth of a public enterprise, the leadership of a middle manager who is ultimately in harmony with work-oriented competence and personality such as morality and sociality is required.
