본 연구는 지방소멸에 대응하기 위한 방안을 모색하기 위해 인구지표에 국한하지 않고 측정할 수 있는 다양한 지표를 선정하여 인구소멸과 지방소멸에 관한 논의와 지방소생에 관한 선행연구 등을 검토하여 지방정부의 내부 역량을 측정하였다. 2022년 기준 전국 16곳의 대도시도 제외하고 인구 50만명 이하의 141개 시와 군 단위의 역량을 분석한 것에 의의가 있다. 기존 선행연구에서는 인구구조, 산업구조 어느 한쪽에만 초점을 두고 인구소멸에 대응하기 위한 방안을 마련하고 있지만 본 연구에서는 인구학적, 사회학적, 경제학적인 다양한 지표를 모두 고려하여 지방소멸의 원인 파악과 진단을 통해 지방소멸 위기에 대응하고 지역을 활성화 시킬 수 있는 가이드라인을 제시하고자 하였다. 이미 2022년도에 시작된 지방소멸대응기금의 지방자치단체 지원사업 자체가 충분하다고 파악되는 생활기반 시설 사업 위주로 편성되어 있어 지방소멸에 대응하기 위한 맞춤형이면서 지역 중심의 사업이라고 보기에는 힘들다. 이는 본 연구에서 분석 결과와 상충된다. 분석 대상인 141개(행정안전부가 선정한 인구소멸 대응기금 89곳 포함) 시・군별로 역량에 따른 집중도가 다르기 때문에 지역이 가지고 있는 문제를 정확하게 파악할 수 있는 지자체의 자율적이고 효율적인 운영방식의 대응 방안이 필요하며 지역에 따라 맞춤형 지원정책을 발굴하여 재원을 차등화하고 유형화하여 정책의 효율성을 높이는 것이 필요하다는 것이다.
This study aimed to explore strategies for addressing local extinction by selecting various indicators that can be measured beyond population indicators. It examined discussions on population decline and local extinction, as well as previous studies on local revitalization, to measure the internal capacity of local governments. The significance lies in the analysis of the capabilities of 141 cities and counties with populations under 500,000, excluding 16 major cities, as of 2022. Previous studies focused only on population structure or industrial structure to formulate strategies to address population decline. However, this study considered diverse indicators from demographics, sociology, and economics to identify the causes and diagnose local extinction. The goal was to propose guidelines to respond to the crisis of local extinction and revitalize regions. The existing support projects for local governments by the ‘Local Extinction Fund’, which began in 2022, are mainly centered around basic quality of life projects, which are considered sufficient to address local extinction. However, these projects are difficult to perceive as tailored and region-centered responses to local extinction, conflicting with the analytical results of this study. Since the concentration of capacity varies among the 141 target areas (including the 89 areas designated by the Ministry of the Interior and Safety for the ‘Local Extinction Fund’, there is a need for autonomous and efficient operational approaches of local governments that can accurately identify the local government's problems. Tailored support policies need to be developed based on regional characteristics, with differentiated allocation of resources, to enhance the efficiency of policies.
