기독교는 빈곤과 질병의 문제에 언제나 귀를 기울여왔다. 16세기의 독일 종교개혁은 공동체를 디아코니아와 코이노니아의 관점에서 새롭게 구성하려고 시도했다. 즉, 개혁은 신앙과 예배에 국한되지 않고, 일상에서 경험되어야 했다. 이런 방식은 교회규범들(Kirchenordnungen)을 통해 구체화되었는데, 본 논문은 비텐베르크, 라이스니히, 뉘른베르크 도시를 중심으로 살펴보았다. 비록 중세에도 가난한 이들을 구호하기 위한 방안은 존재했었지만, 체계적이거나 효율적이지 못했다. 특히 가난한 이들을 구호하기 위해 금고규범(Kastenordnung)을 설치한 것은 종교개혁의 새로운 창조물에 해당한다. 이를 통해 종교개혁은 개신교 진영을 확대했을 뿐만 아니라, 근대의 사회복지를 위한 위대한 발걸음을 시작했다고 말할수 있을 것이다.
Christianity has always addressed the problems of poverty and disease. The German Reformation of the 16th century attempted to reorganize the community from the perspective of Diakonia and Koinonia. That is, reformation was not limited to faith and worship, but it had to be experienced in everyday life. This thesis aimed to focus on the cities of Wittenberg, Leisnig, and Nürnberg as this method embodies through church regulations (Kirchenordnungen). Despite plans to help the poor in the Middle Ages, such plans were neither systematic nor ineffective. The establishment of Kastenordnung, particularly for the relief of the poor, was a new creation of the Reformation. The Reformation could not only expand the Protestant area but also start a great step toward modern social welfare through the establishment.
