본 연구는 현재의 인구 감소에 대응한 지방소멸 정책이 행정구역이라는 영토적 덫에 갇혀 있다는 사실에서 출발하였다. 영토적 덫(territorial trap)이라는 개념은 주권의 영역적 범위를 국가 영토로 제한하는 것을 비판하고, 국경, 행정구역 등과 같은 인위적 공간 구분이 국가와 지역의 이해를 편협하게 만든다는 점을 설명하는 용어이다. 근대 국가의 인구-영토 통치방식에 내재된 경직된 공간인식의 영토적 덫은 지방 차원에서도 강력하게 작동하고 있다. 논의의 사례로 한국의 지방소멸 이슈를 3가지 측면에서 나누어 살펴보았다. 첫 번째는 2004년 저출산‧고령화에 대한 국가적 대응이 지방으로 전이되는 과정에서 지방이 매개 행위자로 부상하고, 국가와 상이한 지방의 인구이해를 확인하는 지점이다. 두 번째는 지역 간 인구이동을 자극하는 다양한 지원책 및 조례제정이 지방을 중심으로 진행되고, 지역소멸에 대한 지방의 모순적 인구이해를 지적하는 지점이다. 세 번째는 2021년 국가의 인구감소지역 지정과 생활인구의 도입이 지방소멸에 대한 새로운 접근으로 제시되나 지방의 실질적 인구이해를 대변하지 못함을 비판하는 지점이다. 대부분의 지방소멸 정책들은 행정구역을 고정시킨 채 승산 없는 인구경쟁에만 몰두하고 있다. 향후의 지방소멸에 대한 방향은 행정구역의 부분적 혹은 전면적인 수정과 같은 영토의 재구조화에서 시작해야 할 필요가 있다.
This study starts from the recognition of the problem that the local extinction policy in response to the current population decline is trapped in the territorial trap of administrative districts. The concept of territorial trap is a term that criticizes limiting the territorial scope of sovereignty to national territory, explaining that artificial spatial divisions such as borders and administrative districts narrow the interests of states and regions. As part of the modern state's governmentality based on territory-population nexus of the modern state, the territorial trap operates strongly at the local level. For a detailed discussion, the issue of local extinction in Korea was divided into three aspects. First, it is confirmed that the province, which has emerged as the mediator of the nation's population policy, has a different understanding of population than the nation. Second, it points out the contradictory understanding of the local population within the local extinction policy, which focuses on population movement between regions. Third, it criticizes that the actual understanding of the population in the provinces does not change, despite the recent presentation of alternative population policies such as the introduction of the concept of living population by the state. A local extinction policy that only follows population competition within a fixed administrative district has no chance of winning. The direction of future local extinction needs to start with the restructuring of the territory, such the partial or full modification of administrative districts.
