연구배경
여성복지의 서비스 범위가 확대되고 있지만, 여성 보호와 지원을 위한 정책의 구체적인 지침이 부족한 현실이다. 특히 요보호여성의 거주환경인 복지시설에서 실제 자립을 위한 현실을 반영한 지침이 부재하여, 대상자와 시설 차원에서 안정적인 자립을 위한 체계적인 퇴소준비의 가이드라인이 필요하였다. 따라서 이러한 가이드라인 제안을 통해, 사회적으로 어려움을 겪는 여성의 복지실현 방안으로 서비스디자인을 적용한 실질적인 지침을 제시하고자 하였다.
연구방법
첫째, 보건복지부 자료를 바탕으로 자립준비 항목을 추출하여, 퇴소시 체크항목과 퇴소준비기간을 축으로 매트릭스를 제시하였다. 둘째, 경남 여성복지시설의 대상자와 상담가를 대상으로 매트릭스를 기반으로 필요한 항목과 시기별 자립지표로서 체크항목을 선정하였다. 셋째, 시설별 공통적으로 선정한 항목을 최종 체크리스트로 상정하고, 서비스블루프린트 구조를 접목시켜 시간의 흐름에 따른 항목별 가이드라인을 구축하였다. 마지막으로 가이드라인의 직관적이며 연속적인 인지를 위한 시각화 작업을 통해 서비스정보디자인을 제안하였다.
연구결과
여성복지시설들이 공통으로 채택한 항목으로 퇴소준비 체크리스트를 도출하였고, 각 항목별 준비시기와 접목시켜 실질적인 행동 지침을 제시하였다. 또한 대상자와 상담가가 함께 준비와 관리를 수행하고 각 단계를 점검할 수 있는 시기별 자립지표를 구축하였다.
결론
서비스디자인적 접근을 통해 제시한 가이드라인은, 시설과 대상자의 자립에 대한 공동 목표를 달성하기 위한 체계적 준비과정의 방향성을 제시할 수 있었다. 이러한 연구방법이 사회복지의 다양한 측면에 활용될 것이라 예상하며, 특히 커뮤니티케어디자인의 대상자인 사회적 약자의 지원 방안을 제시하는 데 활용될 수 있기를 기대한다
Background
Although the scope of women's welfare services is expanding, the reality is that there is a lack of specific guidelines for policies to protect and support women. In particular, since there is no common guideline for self-reliance in welfare facilities, which are the residential environment for women requiring protection, guidelines for systematic discharge preparation are needed for the stable independence of discharge recipients and facilities. Therefore, through the proposal of the guideline, we tried to present practical guidelines applying service design as a way to realize the welfare of women suffering from social difficulties.
Methods
First, based on the data from the Ministry of Health and Welfare, self-reliance preparation items were extracted, and a matrix was presented based on the check items and the preparation period for discharging the facility. Second, based on the matrix, the necessary items and self-reliance indicators for each period were selected for the subjects and counselors of Gyeongnam women's welfare facilities. Third, items commonly selected for each facility were assumed as the final checklist, and guidelines for each item over time were presented with service blueprint frame. Finally, service information design was proposed through visualization work for intuitive and continuous recognition of guidelines.
Results
As items commonly selected by women's welfare facilities, a checklist for preparation for discharge was proposed, and practical action guidelines were presented in conjunction with the preparation period for each item. In addition, self-reliance indicators for each period were presented so that the subjects and administrators could prepare and manage together and check each stage.
Conclusion
The guidelines presented through the service design approach were able to suggest the direction of the systematic preparation process to achieve the common goal of self-reliance of facilities and subjects. It is predicted that this research method will be used in various aspects of social welfare, and in particular, it is expected that it can be used to suggest support measures for the socially underprivileged who are the targets of community care design.
