With the development of new concept combat capabilities based on Ai, Big data, Cloud, and other technologies, and emphasis on the importance of advanced weapon systems and cyber warfare, there is an urgent need to establish a government quality guarantee concept and methodology for cyber weapon systems. In particular, the interconnected nature of cyberspace poses important challenges in applying some frameworks developed for specific physical domains, however there is currently no international consensus on the definition of cyber weapon systems. Therefore, it is necessary to analyze and apply quality management techniques and development trends used in the development of cyber weapon systems and private sector cyber systems in advanced countries based on a clear concept and scope of cyber weapon systems. Considering advanced cases and technology development trends, this study establishes the concept of cyber weapon system government quality assurance and presents a plan to execute it based on the results of research and analysis of advanced countries. Through this, it is possible to derive the correct government quality guarantee plan by establishing the concept of a cyber weapon system subject to government quality guarantee suitable for the domestic situation.
