EU는 러시아의 천연가스 수출에서 절반 이상을 차지하는 가장 크고 가장 수익성이 좋은 수출시장이다. 하지만 EU는 지난 5월 REpowerEU 계획을 통해 러시아산 천연가스 수입을 단계적으로 완전히 중단할 것을 선언하였다. 이 논문은 만약 EU 국가들이 그 계획과 같이 러시아산 천연가스 수입을 완전히 중단한다면 러시아는 이에 대응할 수 있을 것인지를 분석한다. 분석 결과 러시아에게는 유럽의 이탈에 대응할 수 있는 조건과 능력 모두가 없다는 결론을 얻었다. 먼저 유일한 유럽 대체시장으로 볼 수 있는 아태지역 시장의 러시아산 천연가스 수요는 유럽의 이탈물량을 상쇄하기에는 부족하고, 한국, 중국, 일본 등 아태지역 천연가스 수입 수요의 절대량을 차지하는 국가들의 러시아산 수입 비중이 2배 이상 증가되어야 함을 보였다. 또한 러시아의 천연가스 생산 및 운송 시스템은 유럽으로의 수출에 특화되어 있어 유럽시장을 포기하고 이를 아태시장으로 대체하는 것은 러시아가 감당하기 어려운 정도의 매몰비용과 신규투자, 그리고 전략적 손실을 가져올 것이라는 점을 보였다. 따라서 현재 보이는 것과 달리 천연가스공급 문제에서 장기적으로 러시아는 EU보다 불리한 위치에 처할 수 있으며, 러시아에게 EU의 탈 러시아 천연가스 정책은 반드시 저지해야 하는 대상이다.
The EU is the largest and most profitable export market for Russia, accounting for more than half of Russia’s natural gas exports. However, the EU declared in May that it would completely stop importing Russian natural gas through the REpowerEU plan. This paper analyzes whether Russia will be able to respond if EU countries completely stop importing Russian natural gas as planned. As a result of the analysis, it was concluded that Russia does not have the favorable conditions and the ability to respond to Europe’s leaving. First, the demand for Russian natural gas in the Asia-Pacific market, which can be seen as the only alternative market to the EU, is not enough to offset the exporting volume to the EU. In order to offset the volume, the share of Russian natural gas in total natural gas imports of S. Korea, China, and Japan, which account for the absolute amount of Asia-Pacific natural gas imports, should be more than double. In addition, Russia’s natural gas production and transportation system is specialized in exports to Europe, so giving up the European market and replacing it with the Asia-Pacific market will bring a vast amount of sunk costs, new investments, and strategic losses to Russia. Therefore, unlike what is shown in the media, from the long-term perspective Russia can be in a weaker position than the EU on the issue of natural gas supply, and Russia will feel the necessity to make stop the EU’s policy of finishing off Russian natural gas import.
