러시아와 우크라이나의 전쟁이 장기화됨에 따라 국제 유가는 계속해서 상승하고 있다. 미국과 서방은 대러시아 에너지 제재를 통해 이 전쟁을 종식시킬 수 있다고 간주하지만, 러시아산 에너지에 높은 의존도를 보이는 EU회원국 간 러시아 에너지 제재에 대한 입장 차이로 인해 어려워 보인다. 독일과 프랑스는 러시아산 에너지 의존도를 낮추기 위해 탈탄소화를 가속하고 신재생에너지에 자금을 투자하겠다고 하지만 이것은 장기적인 프로젝트이며 지금 당장 부족한 에너지 수요를 충족시키고 천정부지로 오르는 유가를 잡을 수 있는 방법은 아니다. 따라서 대러 에너지 제재는 러시아의 자금줄을 끊어 전쟁을 중단하고자 하는 서방의 기대와는 달리 우크라이나 전쟁을 멈추는 데 큰 역할을 하지 못할 것이며 세계 경제에 막대한 피해만을 가져올 것이다.
As the war between Russia and Ukraine prolongs, international oil prices continue to rise. The US and the West believe that this war can be ended through energy sanctions against Russia, but it seems difficult due to differences in positions on Russian energy sanctions between EU member states, which are highly dependent on Russian energy. Germany and France are committed to accelerating decarbonization and investing in renewable energy to reduce their dependence on Russian energy, but this is a long-term project and it is not a way to meet the immediate shortage of energy demand and catch the skyrocketing oil prices. Therefore, energy sanctions against Russia will not play a significant role in stopping the war in Ukraine, contrary to the West’s desire to end the war by cutting off Russia’s financial lines, and will only cause huge damage to the world economy.
