한국, 중국, 및 일본 등 동북아시아 지역의 미세먼지를 저감하는데는 한국과 일본의 우수한 환경기술을 중국에 이전하는 방안이 효과적이며, 이를 위해서는 환경기술 이전의 국가간 경제적 효과 및 오염저감효과에 대해 정량적인 연구가 필요하다. 본 연구에서는 미세먼지 다국가 연산가능일반균형(PMCGE) 모형을 활용하여 미세먼지의 주요 발생원인 석탄화력 발전시설에 대한 기술을 타국가에 지원할 시 3개국의 미세먼지 농도, 건강개선 편익, 및 경제적 영향 등을 분석하였다. 분석 결과, 자국에 대한 시설투자가 자국 내 미세먼지 발생에는 가장 큰 효과를 보이고 있었다. 그러나 수여국의 시설투자로 인한 기술효과보다 투자국의 투자지출로 인한 규모효과가 더욱 큰 경우도 나타났다. 특정국가의 환경정책은 자국 내에서는 효과를 나타낼 수 있으나, 다국가 간 관계를 고려한 통합적인 관점에서는 국가 간 경쟁 및 교역에 의해 오히려 미세먼지의 총량이 증가할 수도 있었다. 이는 환경정책은 특정 국가만의 문제로 해결될 수 있는 것이 아니라, 국가 간 긴밀한 경제관계를 고려해야 한다는 것을 의미한다. 본 연구는 3국간 미세먼지와 경제를 연계하고 있어 실질적인 정책을 평가했다는데 의의가 있다.In order to reduce PM2.5 in Northeast Asia such as Korea, China, and Japan, it is reasonable to induce cooperation according to technological differences of each country. This study analyzes the PM2.5 concentration, health promotion benefits, and economic effects of technical support for coal-fired power generation facilities, the largest source of PM2.5 in three countries using the PMCGE(PM2.5 Multi-national CGE) model. As a result of the analysis, a specific country's environmental policy can have a positive effect within its own country, but from an integrated perspective considering multinational relations, the total amount of PM2.5 can increase due to trade between countries. This means that environmental policy cannot be solved as a problem specific to a specific country, but must consider the economic relationship between countries. This study is significant in that it evaluated the practical policies that link PM2.5 and the economy of the three countries.
