지역문화는 문화민주주의와 삶의 질을 측정하는 하나의 준거이다. 나아가 과거 국가와 국가 사이에 이루어지던 문화 교류와 별도로 지역과 지역 사이에 이루어지는 문화 간 협력 작업이 현저하게 증가하고 있다. 이른바 ‘세방화’(glocalization) 개념의 유행은 지역문화를 미래 경제의 자산으로 인식한 결과물이라 할 수 있다. 지역의 문화 자산과 특이성이 지방 문화 발전을 위한 자원으로 역할을 하고, 그것들이야말로 세계화(globalization)라는 국가사업의 필수적 동력으로 작용하는 문화적 선순환 구조마련은 세계적으로도 피할 수 없는 과제가 되었다. 유네스코가 수차례에 걸쳐 건강한 지역문화정책의 마련과 그것의 미래산업적 의미를 강조하는 보고서를 채택한 점에 우리는 주목할 필요가 있을 것이다.
하지만 문화적 다양성과 고유성에 기반을 두는 문화경제에 지역문화가 기여할 수 있는 바가 적지 않음에도 불구하고, 우리의 지역문화정책은 여러 가지 점에서 문제를 안고 있다. 지역이 문화 정책을 원활히 현실화하기엔 그 환경이 너무나 열악하다. 문화 예산의 부족은 지역만이 아니라 중앙정부에서도 고질적인 문제이고, 제도나 정책 면에서도 허점투성이다. 2012년 말 지역문화 진흥을 위한 법안이 우여곡절을 거쳐 어렵게 마련되었지만 그 실행은 지지부진하다. 그나마 부족한 관련법들마저 중앙/지방 간 Top-down 방식으로 운영되고 있는 형편이다. 중앙에 대한 의존도가 커서 자율적인 정책을 입안하고 실천하기에는 어려움이 많은 것도 사실이다. 더 큰 문제는 지역문화에 대한 철학과 체계에 대한 고민이 부족하고 문화권리에 대한 이해도 저급하다는 점이다. 하지만 이러한 사정에도 불구하고 지역의 문화적 자치 요구와 수요는 더욱 커지고 있는 것도 사실이다. 그러므로 각 지역의 문화적 특수성을 고려한 정책의 고민은 미룰 수 없는 과제이다. 지역문화정책은 중앙정부의 그것과 상보적 관계에 있다. 지역과 세계 교류의 매개자, 문화적 다양성과 문화 경쟁력의 촉매, 지역매력도의 견인차로서 지역문화란 국가 문화융성의 수원지이기 때문이다. 본 논문은 한국의 지역문화정책의 문제점을 짚어보고 그 대안 마련을 위한 선결 과제들을 제안하고자 한다.The local culture is one of the criteria for measuring quality of life and cultural democracy. Cultural assets and specificities of the region can play a role as a resources for local cultural development. UNESCO has also adopted a report that highlighted its industrial significance of a healthy local cultural policy. The developed countries are trying to foster a local culture as a new growth engine for future society.
But, despite the regional culture, which is based on cultural diversity and singularity, can contribute to cultural economy, our cultural policy has various limits and problems. The Korean local governments have many difficulties, such as the concentration of cultural power and capital in the Seoul metropolitan area, institutional inertia etc. The bigger problem is a lack of concern about the philosophy and system of the local culture, a lower understanding of the cultural rights.
However, despite these circumstances of the Korean regional cultural policy, cultural needs and demands of local cultural self-government are growing in Korea. Therefore, Interest in cultural policy that reflect cultural peculiarities of each region is our challenge that can not be postponed. The local cultural policy can have positive impact on the entire country. This paper will try to look into problems of the Korean local cultural policy, and suggest some alternatives for cultural well-being.
