선거는 대의 민주주의의 지속적 발전을 위해 가장 중요한 시민 참여 방법이다. 따라서 예비 유권자들에게 선거 제도를 가르치고 바람직한 정치 참여 태도를 갖추도록 하는 것은 중요한 교육적 과제라 할 수 있다. 본 연구는 학교 교육에서 다루어지는 선거교육의 실태를 교육과정과 교과서 수준에서 분석하였다. 분석 결과 초·중·고등학교 사회과 교과서의 선거 관련 내용은 양적 측면에서 부족할 뿐만 아니라 학습목표 측면에서도 과도하게 지식 위주의 내용 전달에 치중하고 있는 것으로 나타났다. 특히 학습자의 연령 측면에서 곧 유권자가 되는 고등학교 과정에서 선거교육 관련 내용들이 선택 과목에서 다루어지고 있는 점은 향후 젊은 세대들의 정치적 무지와 무관심을 초래할 수도 있다는 점에서 심각한 문제 상황이라 할 수 있다. 이러한 문제를 극복하기 위해서는 향후 교육과정 개정과 교과서 개편 과정에서 선거교육의 목표와 내용, 방법이 보다 내실화될 수 있도록 많은 노력이 필요할 것이다.To maintain a democratic system, there needs to be an appropriate institutional system that reflects in fairness the opinion of the majority, namely, an electoral system. The electoral system is being sustained by the election education to students(the voters-to-be) in school. As a matter of fact, there are too many factors that contribute to voting turnouts, this research simply adopts the assumption that school education may be one of these factors. Nevertheless, it is meaningful to analyse how elections are addressed in the current textbooks from which our students learn. The outcome of the analysis shows that contents on election are deficient in all levels of school curriculum, and emphasis is placed on knowledge based learning. The elective curriculum system at high school which might mean the deprivation of chance to learn the election education is particularly serious problem. This paper argues that more attention ought to be paid to election education that could further enhance a sense of duty as a citizen, intentions to participate in politics, and other aspects that need developing.
