Norman Shepherd insists that Roman Catholic and Reformation did not solve the problem of nomism and antinomianism. Shepherd regards ‘the covenantal approach to the justification doctrine’ as an alternative to the unsettled problem of nomism and antinomianism. Shepherd believes that this approach is the only way to solve the problem of nomism and antinomianism, and that his approach is the biblical and reformed one. Shepherd affirms that the center of the covenant is ‘promise and obligation’ and the essence of the covenant is ‘receiving the gift of God through faith and obedience.’ Shepherd's essence of the covenant which regards the faith and obedience as the instrumental cause of justification is explained without making a distinction between the covenant of work and the covenant of grace. Namely, he claims stand for monocovenantalism. Therefore, when the essence of the covenant of grace is the faith and the obedience in monocovenant, his system of the covenant falls into the confusion or mixture between the covenant of work and the covenant of grace. Moreover, in ordo salutis, his system of salvation falls into confusion or mixture between justification and sanctification.
So, the purpose of this article is to reveal the problem of Shepherd through comparing the statement of Shepherd with historical reformed perspective. I will prove that Shepherd and Reformed perspective have the heterogeneous nature in this subject and that his approach can not solve any problem, rather attracts semi-pelagian merit theology.
