지난 몇 년간 간판개선사업은 정부의 주도로 전국 각 지역에서 꾸준히 시행되어 오고 있다. 본 연구는 간판개선사업을 추진하는 담당공무원들을 대상으로 하여, 2차에 걸쳐 심층면접 및 단체면접을 실시하여 간판개선사업의 추진과정 및 주민참여, 사업의 영향, 만족도 등에 대해 분석하고 시사점을 도출하고자 하였다.
연구결과, 간판개선사업의 주민참여에 대해 공무원들은 대체로 부정적으로 인식하고 있는 것으로 나타났다. 주민참여에 대한 당위성은 인정하면서도 한정된 예산 및 기간, 인력 부족 등으로 인하여, 불필요한 갈등을 유발하는 요소로 인식하고 있었다. 간판개선사업의 영향에 대해서는 전반적으로 긍정적으로 생각하는 것으로 나타났으며, 향후 간판개선사업은 관주도의 사업보다는 주민들이 자발적으로 충분한 시간을 두고 의식의 개선과 함께 비용의 부담비율도 늘이는 방식으로 이루어져야 한다는 의견이 많았다. 또한 담당공무원들은 불법광고물 단속업무에서 발생하는 민원인과의 마찰을 가장 큰 업무 스트레스 요인으로 생각하는 것으로 나타났다.Under the leadership of the Korean government, signboard improvement projects have been steadily carried out in the many Korean regions over the past few years.
This study was conducted by two steps of interviews as depth interview and group interview for local government outdoor advertising officers to analyze process and public participation in signboard improvement projects, the effects of the projects, satisfaction, and to derive the implications.
The results showed that the outdoor advertising officers perceived negatively the public participation in signboard improvement projects. They were agreeing to the necessity of public participation but they thought it could make unnecessary conflict, waste budget and time.
Signboard improvement projects were recognized as a positive factor to the improvement of signboard culture. They suggested the future signboard improvement projects should not to be leaded by the government but to be conducted by voluntary public participation with sharing the cost for the projects, allowing enough time to improve publics' awareness for the signboard.
In addition, the major stress factor of local government outdoor advertising officers was civil appeal and conflict on illegal outdoor advertisements.
