The conclusions on improvement plans for boat operator's licence system through case studies is followed as: First, BSC standard should be improved and local irregular tests of boat operator's licence need to be restricted to regular tests to keep the standard. Second. test operating and valuation system should strictly observe the standard. In addition to this, licence application according to the boat type needs to be set out. Third, on-line written test should be developed for long-distance candidates. Fourth, water-safety courses should be permitted for candidates to take regardless of passing a boat operating test. Fifth, supervision and training are needed for licence operating agencies to set up high quality training courses. Sixth, the test period needs to be reduced to one day for candidates' convenience. Seventh, license operating agencies which have the highest and lowest pass rate need to be supervised to reduce disparity among them. In addition to this, training programs for licence agencies should be developed to keep fairness standards.
