정약용은 「원목(原牧)」과 「탕론(蕩論)」에서 유학의 위민․민본 이념을 진전시키는 가운데 국민주권과 사회계약의 사상적 싹을 보여주었다. 이것은 문호개방 이전의 동아시아에서 가장 진전된 정치론으로 보인다. 그런데 그의 저술에는 기본권, 국민주권 및 사회계약이라는 개념이 없었다. 그의 이상적 토지제도론은 사유를 부정하였다. 「원목」과 「탕론」에서 나타난 정치론은 동시대 서유럽의 근대 정치사상과 거리가 멀었던 것이다. 그리고 유학이 원래 위민․민본 이념을 발달시켰고 이익(李瀷)이 그것을 더욱 진전시켰던 점을 고려하여, 그의 정치론이 기여한 몫을 냉정하게 평가할 필요가 있다. 경제제도론에서 정약용의 기여는 정치론만큼 크지 않으나, 국가기구를 활용한 산업육성책, 그리고 상공업세를 통한 세원의 다변화 방안은 평가할 만하다. 정약용이 당시 조선사회의 모순을 극복할 ‘최선의 해법을 구하기 위해 고투한’ 결실로서 제시한 국가제도론은 그대로 실현되었더라면 그가 의도한 조선사회의 안정과 모순 완화에 기여하였을 것이다. 그런데 기본권을 보장하는 사회론과 경제합리주의가 장애 없이 발휘되는 시장론을 가지지 않는 그의 국가제도론은 그가 생각하지 못한 민주혁명과 산업혁명을 통한 근대로 인도하기 어려울 것이다. 그의 정치․경제사상의 한계는 고대 그리스의 민주제나 근세 유럽의 의회와 같은 전통이 없고 로마 민법의 유산이 없고 시장이 발달하지 못한 환경을 반영한다. 이러한 한계를 가지나, 유학을 집대성하면서 근대적 사유로 나아가는 한 걸음을 내딛은 그의 성취는 결코 과소평가될 수 없다. 그는 유학을 기본으로 삼으면서 제자백가 사상과 서학도 흡수하여 학문의 집대성에 성과 거두었다. 그는 이상주의자이면서 자신의 이상을 구체화하고 나아가 현실과 조화시키는 데에 성과를 거두었다. 그의 산업육성책이 개항된 지 얼마 지나지 않아 근대화정책으로 실현된 데에서 드러나듯이, 실학사상은 문호개방 이후 서양 근대문명의 흡수에 이바지하였다.Jeong Yak-Yong showed an ideological embryo of popular sovereignty and social contract in his Weonmok原牧 and Tangron蕩論, enriching Confucian ideas for and of the people. This seems to be the most advanced political discourse in East Asia before the Port Opening to the Western modern world. However, his writings lacked concepts of natural rights, popular sovereignty, and social contract. Political ideas in Weonmok and Tangron was far from contemporary modern political thoughts in Western Europe. His contribution to political theory needs to be appreciated, also considering the fact that ancient Confucianism had already invented ideas for and of the people and Yi Ik李瀷 made great progress on this matter. Jeong Yak-Yong also made contribution to the thoughts of economic institution. He elaborated discouses on technology and division of labor. He argued to establish government offices to promote industrial policies, and to diversify sources of tax revenue by the fulll exploitation of commerce and industry taxes. However, society was dwarfed in his grand design of state, compared to the works of Chu Hsi朱熹, and his thoughts about markets did not reach the level of Yu Su-Weon柳壽垣 and Pak Je-Ga朴齊家. His idea of land institution was to rule out private ownership. If his design of state, as a result of his strenuous efforts to find the way to overcome the contradictions of the contemporary Joseon society, had been implemented, it could have contributed a lot to stabilizing it as well as to reducing conflicts in the society, as he intended. However, his institutional design of the state that does not illustrate both a society where the fundamental human rights are guaranteed and the market where economic rationality comes into full play could not lead to the modern era through Civil Revolution and Industrial Revolution, which must have been far beyond his imagination. The fact that Korea had neither legacies of Democracy such as in the antient Greek, nor the Parliament similar to that of the early modern Europe, nor the judicial legacy from Roman Civil Law, along with less developed markets, had placed limits on his political and economic ideas. Nonetheless, it should not be underestimated that he made a meaningful stride in paving a way towards modernity, while compiling Confucianism. He succeeded in compiling his study, integrating thoughts of All Schools諸子百家 in ancient China as well as Western Learning西學 into his Confucian foundation. Although he was an idealist, he was successful in substantiating his ideals, and furthermore, in reconciling them with reality. As we can see from the fact that his industry promotion plans were adopted and carried out as a policy for modernization right after the Port Opening, Sirhak provided Joseon with capability to absorb Western modern civilizaion. This study focused mainly on Gyeongseyupyo經世遺表. A combined study of practical institutional reform in Mokminsimseo牧民心書, and idealistic institutional design in Gyeongseyupyo will be intriguing and thus required.
