According to the features of customers' logistics, there are various types of business processes in 3PL(Third Party Logistics), and their specific executions are different by the conditions and operating rules of customer companies even though they are in the same business domain. Responsive and flexible information service systems is needed in 3PL to deal with such characteristics, and advanced logistics services considering logistics optimization are essential to minimize the operational costs of 3PL and be competitive in the market. In this paper, we propose a web service component based WMS/TMS model, a core 3PL information system. We categorizes the processes of a distribution center as inbound, outbound, inventory, location, and transportation. Their specific operations that are necessary in the execution of the processes were implemented as web service components considering the optimization methods. In addition, we choose a plug-in-play methodology that customizes the components using a business rule engine and executes diverse logistics processes from customers' demands by composing appropriate components flexibly with WS-BPEL, a descriptive web service composition language.
