이 논문의 목적은 1960년대부터 1980년대에 걸쳐 일본 정부의 중남미 지역 일계인에 대한 인식이 어떻게 변화해 왔는지 살펴봄으로써 전후 일본의 내셔널 아이덴티티를 새로운 시각에서 조명하는 것이다. 전후 일본의 내셔널 아이덴티티에 관한 기존 연구는 영토 내부에 거주하며 민족성을 공유하지 않는 자와의 관계에 초점을 맞추어 왔는데, 이 논문에서는 영토 외부에 거주하며 민족성을 공유하는 디아스포라 일계인의 자리매김을 통해 “일본인의 경계”가 어떻게 설정되어 왔는지를 고찰하겠다. 패전으로 인한 영토와 구성원, 그리고 국제적인 영향력의 급격한 ‘축소’ 후, 고도 경제 성장과 국제화라는 ‘재확장’ 속에서 일본 정부는 일계인과의 관계를 새롭게 정립하는데, 이는 1960년대부터 1980년대에 걸쳐 급증한 재외 국민과의 상대적인 자리매김 속에서 이루어 졌다. 이와 같은 변화를 검증하기 위해 이 논문에서는 두 가지 분석 대상을 설정한다. 첫째, 일계인과 관련한 일본 정부의 통계 수집 및 발표가 어떻게 이루어졌는지, 그리고 이 통계에서 일계인의 정의가 어떻게 변화해 왔는지를 재외 국민과 비교 분석한다. 둘째, 일본 정부의 해외 교육 정책에 있어서 일계인이 어떻게 인식되어 왔는지를 살펴보는데, 재외 국민의 일본인 학교와 일계인의 일본어 학교에 대한 지원을 비교 분석한다.
분석 결과를 요약하면 다음과 같다. 첫째, 일계인과 관련한 통계 수집 및 발표에 있어서 “국적 이탈자와 외국 국적 보유자에 대한 외무성의 소극적인 태도”가 강해졌고 일계인은 점차 애매모호하게 정의됨으로써 그 범위가 넓어진다. 둘째, 이민 송출 사업의 일환으로 진행되었던 일계인의 일본어 학교에 대한 지원은 크게 줄어들어든 반면, 재외 국민을 위한 일본인 학교는 국민을 위한 교육 시설로서 더욱 적극적인 지원을 받게 된다. 또한 일본어 학교와 일본인 학교의 분단과 비대칭적인 지원은 상호 배타적인 구성원의 존재를 전제로 하였다. 이 논문의 분석을 통해 전후 일본에 있어서 디아스포라와 공유하는 민족성에 대한 인식이 보다 애매모호하고 일반적인 형태로 변했으며, 민족성은 국적의 공유를 전제로 하지 않는 한 “일본인의 경계”에 포섭되기 위한 요건일 수 없었다는 점을 알 수 있다. 즉, 전후 일본의 사회 변동과 더불어 일계인의 자리매김이 변화해 온 모습은 민족성의 공유 자체에 대한 소극적인 인식을 바탕으로“일본인의 경계”가 보다 엄격하게 설정되어 왔음을 보여주는 것이다. 일본의 내셔널 아이덴티티는 단일 민족 신화에 기반을 두며 민족성의 공유 여하에 따라 “일본인의 경계”가 결정되어 왔다는 기존의 논의는 민족성의 공유가 국적이라는 객관적인 요소를 충족한 경우에만 기능한다는 점을 분명하게 보완할 필요가 있으며 이러한 논의는 오늘날 귀환하여 일본 사회에서 ‘외국인’ 노동자로서 살아가고 있는 디아스포라 일계인에 대한 일본 사회의 인식을 이해하는 데 도움이 될 것이다.The purpose of this paper is to examine national identity in postwar Japan from a new viewpoint by analyzing how Japanese government's understanding of Japanese diaspora in Latin American had been changed from 1960s to 1980s. Namely, this paper discusses how "Boundary of Japanese" has been changed thorough investigating position of Japanese diaspora living outside of the territory. After the defeat in the World War Ⅱ, Japan suffered sharp 'reduction' of its territory, members and international influence. But from the 1960s through 1980s, Japan had undergone 're-expansion' based on the rapid economic growth and internationalization. In this process, the relationship between Japan and its diaspora had been changed. And the increase of Japanese nationals overseas played a critical role in this change. As the population of Japanese nationals overseas and policies toward them expanded, the position of Japanese diaspora changed relatively. To discuss this change, two analyzing subjects are set up. First, how Japanese government had conducted statistics on Japanese diaspora and Japanese natioanls overseas. Second, by comparing Japanese language school for Japanese diaspora and Japanese school for Japanese nationals overseas, how Japanese diaspora had been recognized in overseas education policies of Japanese government will be analyzed.
The results of analysis can be summarized as follows. First, from the ways of Japanese government's conducting statistics on Japanese diaspora, we can see "Japanese Foreign Affairs Ministry's passive attitudes toward de-nationalized people and foreign nationals who used to be Japanese nationals" strengthened. The definition of Japanese diaspora had become more ambiguous and included broader range of people. Second, Japanese government's educational support for Japanese diaspora vastly shrank with the rapid economic growth. On the other hand, Japanese schools were actively supported as a educational institution for nationals. One important point is that the division and asymmetrical supports between two types of schools were based on the existence of mutually exclusive members. In post war Japan, understanding of ethnicity became more vague and general. Shared ethnicity could be a necessary condition for being inside "Boundary of Japanese" , only when it premises a shared nationality. How the position of Japanese diaspora has been changed with social changes in post war Japan tells us that "Boundary of Japanese" had become more strict.
