This paper looks at environmental governance working in the transition process to Environmental Capital(low-carbon green city) in Suwon, Korea and explores the features, implications and tasks to be dealt with in the future. The environmental governance in Suwon is characterized by 3C; Cooperation - the deliberation and mutual cooperation between the participants in the Expert Committee on Environmental Capital; Collection - the opinion collection procee through open discussions with various stakeholders -, and Commitment - the devotion to domestic and international cooperation and participation, led by the mayor.
In terms of the conceptual type of environmental governance, the environmental governance in Suwon can be categorized as the approach of transforming a structure and process in a comprehensive way to achieve the goals of Sustainable Development.
Meanwhile, there are two tasks embedded in the case of environmental governance in Suwon: first, the problems of internal structure of decision-making in relation to continuously implementing the environmental capital project, and of the representativeness of participants; second one is related to the authorities of the Expert Committee on Environmental Capital (governance body) to be given, which is resulted in the relationship problem between governance and representative democracy.
