그 동안 정책형성 분야에서 다양한 절차이론과 행태이론이 개발되었고, 각각에 대해 경험적 정치적 이론과 규범적 분석적 이론들도 개발되었다. 지금까지 산발적으로 개발된 다양한 이론들이 국가정책형성과정을 이해하고 개선하는 데 충분한지를 알아보기 위해 기존 이론들을 의미있게 연결시켜 주고 평가해 줄 수 있는 하나의 통합적 틀(integrative framewok)이 필요하다. 그래서 본 논문은 이러한 틀로서 기존의 과정이론들과는 다른 대안적 시각에서 국가정책형성과정을 탐색한 후, 이 과정이 기존의 다양한 이론들을 어떻게 연결해 주고 평가할 수 있는지를 검토했다.
민주국가의 권력구조와 제도적 틀 속에서 움직일 수 밖에 없는 내부 주도조직의 관점에서 국가정책형성과정을 면밀히 검토한 결과 4 단계(정책의제설정, 정책입장정립, 정책입장조정, 정책조정안 정당화)로 재구성할 수 있었다. 이 4 단계를 통해 기존 이론들이 국가정책형성과정을 이해하고 개선하는데 어느 부분에서 유용한지를 자리매김할 수 있었을 뿐만 아니라 더 나아가 타 학문분야의 어떤 이론들과 논리를 행정학 분야로 수용해야 하는지를 밝힐 수 있었고, 마지막으로 국가정책형성과정의 어느 부분에서 추가적인 이론개발이 필요한지도 확인할 수 있었다.
기존에 널리 알려진 정책형성 관련 이론들의 대다수는 정책입장정립을, 일부는 정책의제설정과 정책조정안 정당화를 이해하고 설명하는데 유용한 이론들이었다. 반면에 정책입장조정을 설명하고 개선하는데 적합한 이론들은 정책학 행정학 분야에서 크게 부족하였다. 그러나 정책입장조정에 전용할 수 있는 이론들이 국제정치학, 경영학, 심리학, 법학 등에서 상당히 축적되어 있다. 국가정책형성과정을 좀 더 깊이 있게 이해하기 위해서는 향후 분석적 정책의제선정 절차와 논리, 분석적 정책조정의 절차와 논리, 타 분야 경험적 조정이론의 정책학적 재구성, 실체적 정당화 기준 등에 대한 추가적인 연구가 필요할 것으로 보인다.Many policy formulation theories have been developed separately in diverse fields of study. It is necessary to build a framework which can connect these theories in a meaningful way in order to view these separate theories as a whole, and check if they are adequate to understand and improve national policy formulation in the real world. For this purpose, this study explores a new policy formulation process as a framework which can combine the existing behavioral, normative and empirical theories. This study reconstructs a four-stage process of policy formulation (agenda setting, position taking, position coordination, policy legitimation) that reflects the government power structure and institutions, and then reviews how this process could combine existing theories. This new framework can show which aspects of existing theories are useful in explaining and improving national policy formulation, which kind of theories and logics ought to be employed from other academic areas, and in which aspects further theoretical elaboration is required in the future. More specifically, while a majority of existing theories can be used to explain the position-taking stage and some of them can explain the agenda-setting and policy legitimation stage, few of them could cover the position-coordination stage. The study concludes that as existing theories are not enough to understand the national policy making process, more theories are required on the analytic agenda-setting process, analytic position-coordination and criteria of policy legitimation.
