결혼이주자의 급증이라는 맥락 속에서 한국 정부는 2006년 ‘다문화 다민족 사회로의 전환’ 선언과, 2006년 4월 <여성이민자 가족 및 혼혈인, 이주자 사회통합지원방안>을 중심으로 다문화 정책을 시작했다. 이러한 다문화 정책은 초국적 조건에서 성별화된 국민통합의 통치기술로서 사회 재생산 기능을 하게 된다는 비판들이 제기되어 왔다. 기존의 선행 연구들의 비판적 검토가 위로부터의 정책적 함의를 짚어주었다면 본 연구에서는 이러한 정책이 아래로부터 어떤 식으로 전유되고 있는지를 검토함으로써 다문화 정책을 둘러싼 논의를 좀 더 발전시켜보고자 한다. 한국어와 한국 생활에 어느 정도 적응이 된 상태에서 다문화 프로그램과 행사에 참여하기 시작한 결혼이주여성들은 한국 국민 만들기 프로젝트의 성격을 띤 다문화 프로그램을 통해 오히려 자신들을 집단적으로 의식화 하는 경험을 하게 된다. 이 과정에서 이들은 변화의 주체로서 자신을 경험하게 된다. 또한 결혼이주자들은 자신들이 가진 차이를 자원으로 의미화 하기 시작한다. 이러한 과정을 통해 이들은 일방적 동화의 대상으로서 통합되는 것이 아니라 능동적인 자기 주도적 성장의 주체로서 통합되고자 하는 욕구를 형성하고 있다. 그리고 이 과정에서 능동적인 정책 욕구를 형성하고 있음을 볼 수 있다. 이러한 연구결과가 앞으로의 다문화 정책에 대해 던지는 함의는 다음과 같다. 첫째, 결혼이주 여성 내부의 차이 - 이주의 시기, 적응의 정도 등 - 를 고려한 다양한 정책들이 구성될 필요가 있다. 둘째, 결혼이주여성을 위한 다문화 정책의 궁극적인 목표는 이들의 적응 수준을 넘어서서 장기적으로 이들 스스로가 능동적으로 자기 주도적인 성장의 주체가 될 수 있도록 하는데 있어야 할 것이다. 셋째, 결혼이주여성들로부터 이들이 삶에서 형성하는 정책적 욕구를 반영할 수 있는 다양한 의견수렴 창구를 제도화 할 필요가 있을 것으로 보인다. 넷째, 이들이 지닌 차이가 의미있는 사회적 자원이 되어 이들 개인과 사회를 상호적으로 발전시킬 수 있는 상호주의적 관점에 기반한 다문화주의적 시각이 도입될 필요가 있을 것이다.Korean governmnet has made multicultural policy because of rapid increasing migrant women by international mariage and made a proclamation of ‘a transition into multicultural and multiethnical society’. Many researches have criticized multicultural policy because it shows a conservative aspect by controling migrant women in terms of gendered national technology to build a national incorporation in the transnational era. While existing researches about multicultural policy show critical examination on policy from above, this research aims to examine how this policy is received and practiced by migrant women from below. These women have begun to participate in multicultural programe since they got used to korean life. Through participation in policy they experienced a collective empowerment. Through this process they experienced collective consciousness-rasing. And they began to consider their cultural differences as a social capital by working as a lecturer to give multicultural education. In these process they shows a need to be self-leading subjective rather than passive reciever of social help as a minority in Korean society. This research finding offers some implication to remake multicultural policy as follows. 1) Multicultural policy need to consider differences in migrant women. 2) An aim of policy needs to produce an active self-leading subject than passive adaptaion. 3) The policy needs to construct an institutional line to listen to women’s need. In other words, policy which could make migrant women policy-maker is required. 4) Policy which could use cultural difference in migrant women as a cultural capital in order to develop mutual growth as a global citizen is required.
