본 연구의 목적은 오바마 정부 취임 이후 미국에서 진행되고 있는 국가 교육과정 개발의 배경과 주체, 개발 과정, 내용 구성, 향후 일정 등을 살펴보고, 국가 교육과정 도입에 비판적인 의견들을 분석함으로써, 우리나라의 교육과정 연구에 주는 시사점을 도출하는 것이다. 이를 위하여 국가 교육과정 개발을 주도하고 있는 주지사협의회 현장개선 센터(National Governors Association Center for Best Practices)와 각주 교육대표자 협의회(Council of Chief State School Officers)의 각종 자료들을 분석하였으며, 오바마 정부의 교육과정 정책에 비판적인 의견들을 크게 네 가지로 요약·제시하고 있다. 이러한 결과를 토대로 본 연구는 교육과정의 자율성과 일관성, 다양성과 공통성 사이의 균형과 절충을 모색하는 것이 향후 교육과정 연구나 정책의 주요과제가 될 것이라는 전망을 제시하고 있다. 특히, 한쪽에서는 다양성을 강화하기 위한 노력이, 다른 쪽에서는 공통성을 강화하기 위한 노력이 진행되고 있다는 점에서 우리나라와 미국은 상반되는 두 가치가 학교 교육과정에서 어떻게 절충되어 나가는지를 살펴볼 수 있는 좋은 기회를 제공할 것이다.The primary purpose of this study is to investigate the Obama administration's policy efforts to develop and adopt a national curriculum. Reviewing related documents from the National Governors Association Center for Best Practices and Council of Chief State School Officers, it examines who have led the process of developing a national curriculum, what have achieved so far, and what are remaining challenges and issues. Major results show that, despite of the expectation that the nationally coherent curriculum would increase US students' academic achievement, there is little evidence to support this expectation. Rather, there is a growing concern that the national curriculum would have harmful effects on developing students' higher order thinking skills such as creativity and problem-solving skills. This is because the nationally standardized curriculum would simplify the school curriculum, encouraging teachers to narrow down the scope and methods of their teaching. Based on these results, this study proposes that seeking balance between uniformity and diversity in school curriculum would be the major policy target in Korea.
