본 연구의 목적은 최근 쟁점이 되고 있는 교육과정 자율화 정책에 대한 교사들의 반응과 학교 현장에 나타나고 있는 긍정적?부정적 변화를 토대로, 자율화 정책의 개선 방안을 모색하는 것이다. 이를 위하여 본 연구는 서울?경기 지역의 중고등학교에 근무하는 12명의 교육과정 담당 부장, 교감, 교장 선생님들로부터 수집된 면담자료를 활용하고 있다. 주요 연구 결과는 학교 현장에 수용되는 과정에서 새로운 교육과정이 교과 간 시수를 조정하는 기술적 업무가 되고 있음을 보여주고 있다. 또한 2009 개정 교육과정에 내재해 있는 모순 역시 교육과정을 자율화하려는 학교 현장의 노력을 저해하고 있는 것으로 나타났다. 교과 간 증감 범위에 대한 제한, 학기당 8과목, 집중이수제와 같은 조처들이 교육과정 자율화를 어렵게 하고 있기 때문이다. 이외에 대학 입시와 교원구조와 같은 현실적 조건들 역시 자율화를 통한 학교 교육과정의 다양화를 저해하고 있는 것으로 나타났다. 이러한 결과를 바탕으로 본 연구는 교과 증감 폭의 확대, 8과목 기준의 완화, 교육과정 자율화 노력에 대한 보상, 정책 영역들 사이의 보다 긴밀한 협응 등을 교육과정 자율화 정책의 개선 방안으로 제시하고 있다.The primary purpose of this study is to investigate the paradoxical results of the recent curriculum policy in Korea which aims to diversify the school curriculum by granting more autonomy to schools in designing and shaping their curriculum. The interview data from 12 teachers who have rich experiences in managing school curriculum show that teachers consider the extended autonomy as given not acquired by their demands. This study also shows that the curriculum itself is likely to hamper the efforts to diversify the school curriculum, because of its limited approach to autonomy. For example, it regulates that a school open eight or less subject areas in a semester and only allows to adjust time allocation for subject areas within 20%(35% in self-managing high schools). Based on these findings, this study suggests that policy-makers should allow more autonomy to schools beyond these regulations. It also suggests that a more systematic approach to reforming school curriculum is required, as many teachers pointed out that the college admission process and teacher provision make it hard for schools to manage a more flexible curriculum.
