As the role of science & technology in economic growth and social welfare prevails, the importance of research & development(R&D) is being well recognized among government, business, and academia. Thus, budget for R&D is rapidly increasing. The Pre-budget Feasibility Programs that was first developed in 1999, has come to include R&D programs which are US$ 50 million equivalent to evaluate priorities, to reduce uncertainties, and to elaborate plans from 2008. However, as R&D activity is hard to precisely estimate its future effects and benefits due to its uncertainty, this has led to difficulties in adopting formalized approaches and methodologies. As a result, taking diverse approaches on similar R&D programs have instead become a general practice rather than the rule.
With 28 case studies implemented by first half of 2009, this study explores modes of estimating the benefits of R&D programs based on the characteristics of benefits and discusses the different measurement methodologies taken in the course of benefit-estimating processes within the context of the Pre-budget Feasibility Study Program.
