한국 사회의 인종적·문화적 다양성이 증가하면서 교사들은 이러한 다양성이 교육현장에 제기하는 각종 문제에 적절히 대처할 수 있어야 한다. 그러나 현재 대다수 교사들은 직전 교육이나 현직 연수를 통해 다문화적 역량을 계발할 기회를 적절히 제공받지 못하고 있다. 본 연구의 목적은 국내 주요 교사양성 기관의 교과과정과 교원연수 기관의 프로그램을 조사하여 다문화교사 교육의 현황을 파악하고자 하는 것이다. 유아교육, 초등교육, 중등교육으로 나누어 전국 69개 유아교육과의 교과과정, 전국 13개 초등교사 양성기관의 교과과정, 그리고 전국 42개 사범대학의 교과과정을 조사하여 다문화교육 관련 강좌 개설 현황을 조사하였다. 또한 현직연수 현황을 파악하고자 전국 시·도 교육연수원의 다문화 연수 프로그램을 분석하였다. 분석 결과, 유아교육과의 경우 다문화 강좌 개설이 3군데에 그쳐 극히 미흡함을 나타내고 있다. 초등교사 양성기관의 경우, 정부의 지원을 받아 전국적으로 강좌를 개설하고 멘토링을 실시하고 있으나 일률적인 교과 구조를 지니고 있다. 중등교사 양성기관의 경우, 총 8개 사범대학에서 강좌를 개설하고 있어 개설율이 저조하며 현장 실습 경험을 제공하는 강좌가 미흡하다. 현직교사 연수의 경우, 전국적으로 9개 기관에서 연수 프로그램을 실시하고 있는데, 주로 다문화가정 자녀를 위한 지원에 초점을 두고 있다. 이상의 분석 결과에 비추어볼 때 교사교육과정은 먼저 다문화 강좌가 양적으로 확대되어야 하고, 교양 강좌뿐만 아니라 전공 강좌로서 개설되어야 한다. 또한 강좌의 내용은 다문화가정의 자녀에 대한 지원과 배려뿐만 아니라 다문화사회의 시민으로 살아가는 다수자 자녀들의 다문화적 시민성 교육도 강조해야 한다. 또한 교사교육 기관과 현장의 연계를 강화하여 충분한 현장 실습 경험을 제공해야 한다.This study examines current practices of multicultural teacher education and offers directions for improvement. Curricula of pre-service education and professional development programs for multicultural education were analyzed. The results of this study are as follows. First, curriculum offerings for multicultural education in pre-school teacher education were minimal. Only 3 out of 69 institutions offer courses in that field. Second, programs in elementary teacher education offer more courses than pre-school teacher education programs. However, programs should be more comprehensive and diverse. Third, only 8 out of 42 secondary teacher education institutions offer courses in multicultural education. In addition, there are few opportunities to have field experiences. Fourth, nine professional training programs were analyzed; Courses are focused on students from multicultural families. More courses in multicultural education should be offered both in primary and secondary teacher education programs. Also, the courses should include more field work experiences. Last, the courses in professional development programs should pay more attention to the majority group students in terms of multicultural citizenship education.
