이 논문은 현행 방과후 학교 운영체제의 개선 방안을 모색하고자 2005년도에 방과후 학교 시범 학
교를 운영한 초?중?고등학교의 방과후 학교 담당교사를 포함하는 교사와, 각 학교가 속해 있는 시?
도 교육청 혹은 시?군?구 교육청의 교육전문직 공무원을 대상으로 설문조사를 실시한 결과이다. 설
문문항은 CIPP 모형 가운데, 방과후 학교의 프로그램 전략 선택 지침을 마련하고 세부적 절차 설계의
투입자료로 사용하기 위한 ‘투입평가’에 중점을 두고 계획되었으며, 방과후 학교의 필요성 및 발전과
장애요인을 살펴보기 위한 ‘상황평가’와 만족도 및 달성도를 검토하기 위하여 ‘산출평가’가 부수적으로
구성되었다. 설문 결과, 첫째, 사교육 수요를 학교 내로 흡수한다는 현 방과후 학교의 정책방향은 일
선교사들과 교육행정기관에 잘 전달되어 있으며, 앞으로의 방과후 학교 운영체제 개선을 위하여 우선
적으로 운영장소, 운영관리, 운영시간의 개선에 초점을 두어야 할 것으로 나타났다. 둘째, 방과후 학
교 운영체제의 개선을 위해서는 무엇보다도 특히 운영관리 및 운영장소와 관련하여 사회적 인프라의
구축이 시급하다. 셋째, 프로그램의 종류, 지도강사, 그리고 무엇보다도 운영시간의 개선을 위해서는
단순한 학교의 개방보다는 교육 수요자의 필요에 기초한 운영방안의 수립이 우선되어야 할 것이다.This thesis is the result of a survey to seek improvements of current after-school
education operating system. The survey was done by the teachers who conducted
exemplary after-school programs at primary, junior high and senior high schools in 2005
and government officials at educational institutions in districts, cities and provinces to
which those teachers and their schools belong.
The survey questions were planned by and based on 'input evaluation' of CIPP model
to prepare alternative guidelines for the strategies of after-school education program and
to use it as input-data for the detailed procedure of the project. Also, the survey
additionally introduced 'product evaluation' to examine 'context evaluation', satisfaction
and achievement that looks for the needs, development and obstructive factors of
after-school education.
As the result of the survey, firstly, the current after-school education policies, that
direct schools to take in private education demand, are well carried by educational
administration agencies and teachers. It is considered to focus on improving operating
places, operating management and operating time primarily for better operating system of
after-school education in future. Secondly, it is urgent to build social infrastructure to
improve operating system of after-school education in regard to operating management
and operating places as a matter of first priority. Thirdly, it is most considered to
establish operating policies based on the needs of educational demanders than just
opening schools to improve various types of programs, conductors and especially operating
time.
