안창호는 스케일이 큰 민족운동가이자 탁월한 조직가였다. 이러한 면모는 공립협회와 대한인국민회에서 유감없이 드러난다. 안창호는 1902년 10월 유학을 목적으로 도미했다.
그러나 현지 한인들의 열악한 생활은 그로 하여금 초지를 관철할 수 없게 했다. 1903년 9월에 그는 8명의 동료들과 친목회를 결성하여 동포들의 계몽과 단합에 힘을 기울였는데 이 조직은 리버사이드를 거쳐 1905년 4월 샌프란시스코에서 공립협회로 새롭게 탄생했고 안창호는 초대 회장에 취임했다. 그에게 공립협회는 민족운동의 어머니와 같은 존재였다. 공립협회에서 일생의 동지를 얻었고 현지 한인사회의 지도자로 부상했다. 공립협회 그의 동지들은 안창호가 민족운동의 더 큰 무대로 나가서 활동할 수 있도록 후원을 아끼지 않았다.
안창호는 공립협회를 튼튼하게 키워 민족운동의 본산으로 만들고 싶었고 이를 위해 가는 곳마다 공립협회를 뿌리에 비유하며 동포사회의 단합을 역설했다. 단합을 역설하는 데에는 공립협회의 세력이 확대되면서 동포사회 내부에 균열이 발생하는 것에 대한 우려도 작용했다.
1906년 말 공립협회는 회장 안창호를 국내에 파견하기로 결정했는데 이것은 공립협회가 해외 한인사회의 대표적 단체라는 자신감에 비롯된 것이었다. 파견의 목적은 안창호가 조국에 돌아가 동지들을 규합하여 을사오조약 반대투쟁을 전개하여 국권을 회복해야 한다는 것이었다. 공립협회는 미주 한인단체의 통합을 추진, 하와이 합성협회와 통합을 선언하고 1909년 2월 통일기관으로 국민회를 선포했다. 이에 따라 공립협회는 국민회의 북미지방총회, 합성협회는 하와이지방총회로 변경되었다.
이듬해 2월에는 대동보국회도 통합하여 대한인국민회가 출범하였는데, 이것은 한국사에서 민주주의 공화정의 등장과 군주제의 소멸을 알리는 상징적 사건이었다. 대한인국민회에 계승된 「국민회 장정」은 미국 연방제도를 본떠 제정한 일종의 헌법으로서 국내외에 산재한 한인단체들을 연합기관의 형태로 묶어 관리하려는 의도가 포함되었다.
그런데 이것은 중앙총회 소집론이 대두하는 배경이 되었는데, 국내외 정세변동이나 국권회복운동의 기회가 도래했을 때 역량을 집중할 수 없기 때문이다. 중앙총회 소집론 이에 따라 1910년 1월 북미지방총회는 하와이지방총회와 논의하여 대한인국민회 중앙총회를 장차 독립전쟁 수행거점이 될 원동지역에 설치하기로 의결했다. 그러나 이 계획은 원동 한인사회의 지방파쟁으로 무산되었다.
안창호가 노령을 거쳐 미국에 다시 돌아온 것은 1911년 9월이었고 3년 뒤인 1914년 11월 최정익의 유고로 공석이 된 대한인국민회 중앙총회장 선거에 출마해 부회장 후보로 출마한 박용만과 함께 당선되어 해외 한인사회를 대표하는 수장 자리에 올랐다. 중앙총회장으로서 안창호는 여전히 동포사회의 단결을 강조했는데, 이는 대한인국민회가 지방총회가 아닌 중앙총회 중심으로 세력이 확장되어야 한다는 의미였다. 이를 위해 중앙총회의 조직 확장과 중앙총회 관할의 일원화를 주장했다.
그럼에도 불구하고 지방총회 중심의 운영행태는 개선되지 않았고 이런 상황에서 그의 활동은 각 지방회를 순방하는 일 등에 국한되었다. 특히 이승만과 박용만 계열의 내분을 중재하기 위한 3개월여에 걸친 하와이순방은 안창호에게 위기이자 기회였으나 중재에 ‘실패’함으로써 지도력에 큰 타격을 입었고 재미한인사회는 양분되었다.
원래 안창호는 대한인국민회를 원동까지 확대한다는 구상을 갖고 있었다. 그러나 계획이 수포로 돌아가면서 그의 구상은 시련에 봉착했다. 이 때문에 그는 민족운동 전략을 근본적으로 재검토한 것으로 보이는데, 국내로 파견되는 1907년부터 미국에 돌아온 1911년 사이가 전환의 분기점이 되었던 것을 보이며 실업회사 설립과 흥사단 창단은 이를 보여주는 징표이다.
그러나 안창호의 장기적인 준비 전략은 동 시기의 다른 민족운동론들과 조화롭게 결합하지 못했다. 그는 박용만의 무장투쟁론에 대해 비판적이었을 뿐만 아니라 세계대전 종결과 함께 추진된 독립청원운동에 대해서도 썩 내켜하지 않았다. 이것은 세계대전의 종결이라는 세기적 사건을 계기로 한인사회의 국권회복 여망이 점증하는 상황에서 민족의식을 북돋우는 것과는 일정한 거리가 있을 수밖에 없다는 점에서, 장기적 전략은 세워졌으되, 단기적 전술은 준비되지 못한 아쉬움을 남기는 것이었다.Ahn Ch'ang-ho was a man of large caliber and excellent organizer. This aspect most satisfactorily shows itself at activities of Kongnip Hyeophoe(共立協會, the United Korean Association) and the Korean National Association(大韓人國民會) which were organized in San-francisco of the United States.
Ahn Ch'ang-ho emigrated to America in order to study abroad on July, 1902. The poor living of local Koreans, however, dissuaded him from achieving his original intention. On September of 1903, he organized a social meeting with his 8 colleagues and made efforts to enlightenment and union of Korean residents, and this meeting was newly established to Kongnip Hyeophoe in San-francisco on April, 1905 and he took office as the chairman of the organization.
Kongnip Hyeophoe was such a mother of independence movement to him. He met kindred spirits of all his life and stood a giant in local Korean society. His colleagues unsparingly supported him to take an active part on the bigger arena of independence movement. He wanted to make Kongnip Hyeophoe a base of a national movement by strengthening it, emphasized the unity of Korean brethren society, comparing it to a root wherever he visited. As Kongnip Hyeophoe had more power, his concern of cracks inside Korean brethren society also played an important in stressing its solidarity.
Kongnip Hyeophoe decided to dispatch Ahn Chang-ho to Korea in the late of 1906, this decision was fundamentally attributable to confidence that it was a representative organization in Korean society abroad. The purpose of dispatch was that Ahn Chang-ho returned to the fatherland and regained national rights by demonstrating against Eulsa Treaty(乙巳條約, Japan-Korea Protectorate Treaty) through the union of his colleagues.
Kongnip Hyeophoe promoted the unification of Korean organizations in America and declared a unity with the Hapseonghyeophoe(合成協會) of Hawaii and proclaimed Kookminhoe(國民會) as a united body on February, 1909. As following this, Kongnip Hyeophoe and Hapseonghyeophoe were respectively changed to North America Regional Conference(北美地方總會) and Hawaii Regional Conference(하와이地方總會) of the Kookminhoe.
On February next year, the United Korean Association(UKA, 大韓人國民會) was established by uniting Taedong Pogukhoe(大同保國會) which had been reserved due to the disparity of its native place and political characteristics, which was a symbolic event that stand for the emergency of democratic republican government and the extinction of monarchism.
The regulation of Kookminhoe(國民會 章程) was as a kind of constitution that be enacted by imitating federal system of the United States, and it concluded intention to administer Korean organizations scattered in the inside and outside of the country with the type of a united body.
But the action became a background to raise, which was because UKA could not concentrate capacity when the domestic and international situation changed or the chance of a national movement came. North America Regional Conference of UKA resolved to install Centeral Conference of UKA(大韓人國民會 中央總會) in the Far East(遠東) region where independence war would be conducted in the future after discussing with Hawaii Regional Conference of UKA on January, 1910. However, the plan ended in failure due to serious interfactional disputes of Korean society in Far East.
Ahn Ch'ang-ho came back to the United States via Far East on September of 1911, and three years later, on November of 1914, he became a president to be representative of Korean society as running for election of chairman of Centeral Conference of UKA, with being a vice-president, Pak Yong-man. As a chairman, Ahn Ch'ang-ho highlighted the unity of Korean brethren society, which was the meaning that UKA should expand its power not by Regional Conference(地方總會) but by Centeral Conference(中央總會). In order to achieve the object, he maintain the organization's enlargement of Centeral Conference and the unification of it‘s jurisdiction.
Nevertheless, the behaviors of Regional Conference-oriented operation was not improved, in this situation his activities were limited to visiting each region, etc. Especially a tour of Hawaii to mediate a quarrel between Rhee Syng-man faction and Pak Yong-man faction for three months was a crisis as well as a opportunity to Ahn Chang-ho, finally his leadership got a blow and Korean Society in the United States was divided into two as his arbitration was unsuccessful.
Originally Ahn Chang-ho had an idea to extend UKA to Far East. As the plan failed, however, his idea was faced with a suffering. Because of the failure, he seemed to review fundamentally the strategy of national movement, and the period between 1907 when he was dispatched and 1911 when returned to the Unites States seemed to become a turning point, and establishment of company and founding of Heungsadan(興士團, the Young Korean Academy) were signs to display the assumption.
However, a long term strategy was not harmonically combined with other national movements at the same period. He was not only bitter against Pak Yong-man‘s armed struggle(武裝鬪爭論), but also was not inclined to a independence petition(獨立請願) propelled along with the end of the World War Ⅱ. This shows that there are inconvenience in that independence movement could not but to be some distance from encouraging national consciousness in the situation of rising of recovery of national sovereignty in Korean society in th moment of the end of the World War Ⅱ, and in that although a long term strategy was formed, a short term tactics was not prepared.
