본고에서는 1974년 키프로스 분단이후, 진행된 남, 북키프로스간의 통일협상을 중심으로 키프로스통일에 대한 전망과 우리에게 주는 시사점들에 대해 살펴보았는데 이를 정리하면 다음과 같다. 1974년 분단 이후 최초의 통일협상은 1977년 개최되었는데 향후 전개된 통일협상에서 볼 때, 매우 중요한 의미를 가지고 있다. 이 협상을 통해 남북정상은 양계공동체(Bi-community)를 법적으로 인정하는 비동맹노선의 이중지구(bizonality) 연방제공화국의 창설을 합의함으로써, 다수인 그리스계가 소수인 터키계 공동체를 정치적 실체로 인정했다는 사실에 있다.
이후 통일문제를 해결하기 위해 역대 국제연합 사무총장 페레즈 드 구엘라, 부트로스 갈리 그리고 코피 아난등이 조정안으로 통일방안을 제시했지만, 남북의 견해차로 인해 성과를 거두지 못했다. 하지만, 2003년 2월 26일 코피 아난이 남북키프로스와 보장국가단(그리스, 터키, 영국)에 제출한 ‘키프로스의 포괄적 해결에 관한 합의를 위한 기초’라는 제목의 통일방안은 역대안중에 가장 건설적인 통일방안으로 평가되고 있다. 본 통일방안은 창설협정으로 구체화 되는데, 이는 키프로스통일헌법과 연방법률, 연방정부와 구성주간의 협력협정, 키프로스연방공화국에 구속력이 미치는 국제조약목록, 영토에 관한합의, 1963년 이후에 발생한 사유의 영향을 받는 재산의 처리, 화해위원회, 이행일정, 임시 대법원과 임시 중앙은행의 설치 등 연방공화국의 설립과 이에 부속되는 법률을 규정하고 있으며, 이를 일괄적으로 남북 키프로스 각각의 독립적인 주민투표에 동시에 회부하여 그 결정에 따를 것을 전제로 하고 있다. 주민투표 결과, 그리스계의 반대로 키프로스의 통일은 무산되었지만 앞으로도 이상의 통일방안을 토대로 남북 간 통일협상이 전개될 것이라 전망된다.
남키프로스와 북키프로스의 정권교체는 통일에 대한 희망을 배가 시켜주고 있다. 특히 지난 2008년 3월 21일 니코시아에서 개최된 남북정상회담은 통일의 물꼬를 틀 수 있는 역사적 회담이었다고 평가된다. 하지만 논자가 보기에는 키프로스의 통일을 낙관하기는 어렵다. 왜냐하면 향후 전개될 통일협상에 장애가 되는 남북 간의 주요쟁점사항들이 존재하기 때문이다. 대표 쟁점사항으로는 통일국가의 형태, 재산권 반환문제, 소수자보호에 관한 문제, 실종자문제 그리고 문화유적 훼손과 보호에 관한 문제 등이다.Cyprus has been divided since 1974. Greek Cypriots live in the two-thirds of the island. Turkish Cypriots live in the Turkish Republic of Northern Cyprus(TRNC), recognized only by Turkey. United Nations Peacekeeping Forces(UNFICYP) maintain a buffer zone between the two. Since the late 1970s, the UN has promoted negotiations aimed at reunifying Cyprus. Especially, on February 26, 2003, Kofi Annan submitted a comprehensive settlement Plan for Cyprus problem, namely Annan Plan, based on Swiss and Belgian government models. This was the most constructive settlement Plan, comparing to submitted Plans by UN previously. But the two sides did not agree on it. Based on the Plan, in referenda on April 2004, 75.8% of Greek Cypriot voters rejected the Plan, while 64.9% of Turkish Cypriot voters accepted it. This result led to the failure of Annan Plan. But on March 2008, The Greek Cypriot leader Dimitris Christofias and Turkish Cypriot leader Mehmet Ali Talat agreed to restart peace talks on reunifying their ethnically split island. Talat and Christofias will meet again in three months, each side will set up committees to begin working together on the details of an agreement to reunify the island. Obviously, the summit talks between two leaders will be a cornerstone to the settlement of Cyprus problem. But there are a lot of obstacles to lead in the unification of Cyprus in near future.
