이 글은 참여정부의 지역균형 발전 정책의 하나로 시도된 신활력 사업에서 민주성과 성평등성이 어느 정도 고려되었고, 사업수행 결과 지역사회의 민주성과 성평등성을 어느 정도 고양시켰는지를 살펴보고자 했다. 그간 지역균형 발전 정책은 ‘기술산업경제혁신’의 측면에 지나치게 치우쳐 있어 주민들의 진정한 삶의 질을 위한 발전이 이루어지지 못했으며, ‘민주적’ ‘성평등적’ 측면에서 한계가 있었다는 비판을 받아왔다. 이에 진안군의 ‘생태건강 산촌 만들기’ 신활력사업의 민주성과 성평등성의 성취 여부를 살펴보고자 했다. 연구결과, 진안군의 신활력사업은 기획단계부터 주민참여형 정책이 시도되었으나 성평등적 정책이 의도되거나 명시적으로 시도되었다고 볼 수 없다. 이를테면, 민주성의 측면에서 보면, 정책 수립 과정부터 지방자치단체에 의해 기획되었고, 마을만들기 사업이나 교육, 연구용역 등에서 주민참여를 시도했으며, 특히 마을간사제도의 도입을 통해 지역에 활력을 가져오는 결과를 보였다. 그러나 사업 중간에 주민참여적 성격이 변형, 실종됨으로써 민주성 실현에 아쉬움을 남겼으며, 정책의 수립과 수행주체가 공무원이나 마을간사의 차원에서 이루어지고 있어, 일반 주민들이 스스로 자신들의 정책을 수립하고 수행하는 단계에까지 갔다고는 할 수 없다. 그럼에도 불구하고 민주성의 측면에서는 상향식 기획 및 정책 수행이라는 시도를 했다는 점에서 어느 정도 긍정적인 평가를 내릴 수 있을 것이다. 반면 성평등의 측면에서는 정책 수립이나 추진체계, 수행과정에서 성별변수가 거의 고려되지 않았고, 여성참여나 성평등을 위한 노력이 거의 시도되지 않았다는 점에서 매우 부정적으로 평가할 수 있을 것이다.This writing examines to how degree a new vitality project considered a democratic property and gender equality, to how degree it elevated a democratic property and gender equality of a local community as a result practicing the project. Many regional-balanced development policies have been criticised that they biased in the side of technical-industrial-economic renovation, it had a limit from democratic and gender equality side. Therefore, I examined whether a new-vitality project elevated democracy and gender equality or not, focusing of a making of echo-health mountain village in Jinan. A new-vitality project in Jinan started from a planning stage. not intensionally and clearly, a policy in residents participation types. For example, it was planned by a municipal agency from the making policy and was attempted in the resident participatory ways in such making villages, education and research services. In special, an introduction of village manager system elevated a democratic property and brought vitality in local community, However, with the middle of carrying out the process, the residential participatory characteristic was transformed and lost, it left a limit in achieving a democratic property. A subject of making and carrying out the policy was only to public servants or village managers, ordinal inhabitants didn’t reached out to the stage of making and carrying out the policy. Nevertheless, in the democratic side, we can evaluate positively in that it tried out making and practicing the policy and down to up. However in the gender equality side, we can evaluate it negatively, in that it didn’t consider a gender variable in such as a making, driving system, and practicing the policy, in that an effort for women participation and gender equality rare attempted.
