1876년 개항을 계기로 한국은 세계자본주의체제로 편입됨과 동시에 제국주의 열강의 정치적ㆍ군사적 침략에 직면하였다. 특히 개항장을 거점으로 전개되었던 국내외무역은 전통적인 사회경제구조를 왜곡ㆍ개편시켰을 뿐 아니라 식민지화의 토대를 구축하는 제일차적인 요인으로 작용하였다. 이러한 관점에 입각해서 본고에서는 목포항의 무역구조와 유통권 변동을 살펴보았다. 전라도는 지리상 일본에 근접한데다가 한국 최대의 곡창지대였기 때문에 목포 개항 이전부터 일본상인이 진출해 있었지만, 부산과 인천의 중개를 거쳐야만 했다. 또 일본은 전라도 연안의 풍부한 해산물을 획득하기 위해 일본어선의 전진기지 내지 통어항의 필요성을 절감하고 있었다. 이에 청일전쟁을 계기로 일본은 무역의 주도권을 장악하기 위해 영산강 입구에 위치한 목포를 최적의 개항장으로 선정하였다. 목포항은 개항 전 인천으로 운반되는 공미 외에는 특별히 상품유통이 이뤄지지 않았지만, 개항 후 국내외무역의 중심지로 부상하였다. 먼저 외국무역의 추이는 1898~1903년간의 성장기, 1904~1906년간의 침체기, 그리고 1907~1910년간의 회복기로 구분된다. 대외수출품은 쌀 등 곡물류의 비중이 다른 높고, 일본방적사의 원료인 면화가 급증하였다. 수입품은 면제품이 상대적으로 적은 반면 자본제 소비제품 및 반제품의 비율이 높았다. 이러한 수출입상품의 구성과 외국무역의 출초 현상은 목포항이 일본에 대한 원료 및 식량공급지와 상품시장으로 전락하고 있다는 사실을 보여준다. 개항 후 국내무역은 외국무역을 초과했지만, 1907년을 전후해서 그 현상이 역전되었다. 이출품은 쌀ㆍ목면ㆍ저포가 대부분을 차지했다. 이입품 중에는 국내상품으로 명태 가장 많았으며, 대일 수출용인 쌀ㆍ우피 외에는 외국상품이 대다수를 점하였다. 특히 면제품은 외국무역의 수입보다 많을 정도로 비중이 높았던 반면 제품 및 반제품의 재이입은 적었다. 한편 목포 개항 이전 전라도는 금강유역의 강경을 경계로 그 이북은 인천항, 그 이남은 부산항의 유통권에 각각 편입되어 있었다. 부산항은 전라도산물이 대외수출액의 과반을 차지할 만큼 이출이 많았고, 외국산 일용품은 대부분 인천항에서 이입되었다. 그러나 개항 후 이출은 인천항, 이입은 부산항이 우위를 차지하였다. 또 목포항과 원산항은 목면과 명태로 대표되는 특산물 교환이 이뤄지고 있었다. 목포항은 군산항에 외국상품과 명태ㆍ면포를 이출하고 쌀ㆍ우피를 이입했는데, 군산 개항 후 외국산품 이출은 줄어들었다. 또한 목포 개항으로 영산강유역의 유통권도 크게 변동되었다. 목포항은 영산강 내외의 편리한 교통망을 기반으로 영산포까지 수로 양안에 있는 포구는 물론 광주ㆍ나주ㆍ남평 등을 유통권으로 흡수해갔다. 그러나 목포항이 전형적인 일본의 식량 및 원료공급항으로 기능하고 있었듯이, 이러한 유통권의 변동은 곧 일본의 경제적 예속성이 강화ㆍ확대되어 가는 것을 의미하였다.The step of a opening port in 1876, Korea was faced with political, military invading of the great powers, beginning of enrolling into global capitalism. Especially, the internal and external trade that was based on the opening port distorted and reformed traditional social-economy systems and also consisted the first factor of structuring the colonialization. In this point of view, I will inspect the trading structure and change of circulation rank of Mokpo port(木浦港). Cholla Province(全羅道) as biggest breadbasket of Korea is near to Japan so, Japanese merchandise pushed into there before the opening of the Mokpo port but they had to go through the intermediation of Busan and Incheon. Furthermore, Japan was urgently needed an outpost or fishing port of Japanese fishing boat for obtaining the affluent seafoods on coast of Cholla Province. So, as a chance of victoiry in Sino-Japanese War, Japan selected Mokpo, the gate of Yoengsan River(榮山江), for the best point of the open port for grasping the initiative of trading. Actually Mokpo port was the place which was just for rice paid as taxes to Incheon before the opening port, but after, this port rose to the herb of internal and external trade. Firstly, process of the foreign trade is divided into three parts : development season from 1898 to 1903, the off season from 1904 to 1906, and convalescent period from 1907 to 1910. The most important export goods were grains like rice and demands of cotton which was materials of cotton spinning company was rapidly increased. Among imports, weight of cotton products were low but half-finished goods were high. Composition of this exports and imports and an excess of exports in the foreign trade show the fact that Mokpo port degraded to sources of food and commodities market. After the opening a port, internal trade was over the external trade but about 1907, that phenomenon reversed ; most parts of the exports were rice, cottons, ramie cloths. Among imports, Alaska pollacks(myungtae) was the largest parts of domestic goods and except rice and oxhide foreign merchandise were the large majority. Particularly cotton products gave more weight but less finished and half-finished goods. The other side, before the opening, marking off Gangkyung near Geumgang River(錦江), north of Cholla Province was included in Incheon port’s circulation rank and south part in Busan port’s current boundary. Cholla Province’s goods accounted for more than half amount of whole export in Busan port, and the most foreign-made daily necessities were imported to Incheon port. However, after opening, situation was completely reversed. Also, there are special product exchange represented cotton and Alaska pollaks in Mokpo and Wonsan port. Mokpo port exported the foreign commodities, Alaske pollaks and cotton, imported rice and oxhide. But after opening of the Gunsan port, exporting of the foreign commodities was decreased. On the other hand, there was big change in circulation rank of Yoengsan River basin beginning of the opening of Mokpo port. Mokpo port absorbed the circulation rank of Kwangju(光州), Naju(羅州), Nampyung(南平) and so on, based on the convenient traffic network of inside and outside of Youngsan river. However, like Mokpo port functioned as Japan’s source of food and raw material supply, those changes in the circulation rank meaned that economical subordination of Japan reinforced and enlarged.
