Entrepreneurship has become the biggest foundation of economy and small-medium businesses play a central role in creating jobs and employment opportunities for middle-class people. By definition, entrepreneurship is the capacity for innovation, investment and expansion into markets, products and techniques (Nathaniel H Left). The concept of entrepreneurship first emerged in 1755 by R. Cantillon, and the first time it was defined as the function of starting an undertaking within the economic system (Tugba Kalafatoglu, 2014). There are many countries which had no entrepreneurial infrastructure in the past, but, started bringing it into socio-economic life of its people, understanding the great value of small and medium businesses.
Uzbekistan is a bright example of such country which has successfully transformed its economy from the command market to the market-driven economy and thus, brought entrepreneurship into the country to be the key player in creating local jobs, increasing productions, improving export capability, and reducing imports by localization of foreign-imported products. As a result, it has caused "a market boom" and a new generation of middle-class entrepreneurs. Middle-class entrepreneurs in Uzbekistan are the main bones of the economic body in the country and they mainly conduct business operation as small and medium business owners.
One of the main goals of establishing a socially oriented market economy in Uzbekistan is the priority development of small business and private entrepreneurship in the country. To realize this goal, economic reforms were carried out, large institutional bases were created to increase its role. These include the organization of business activity and legal and regulatory documents guaranteeing it, non-governmental organizations and enterprises assisting entrepreneurs. The establishment of a complex of private entrepreneurship and small business enterprises in Uzbekistan is progressing successfully (Talaba. 2020).
