The purpose of this study is to present on the collaborative preservation model in which various types of libraries, such as public, academic, school, and research libraries, can participate, centering on regional centered libraries.
A two-stage implementation model, a hierarchy relation model by administrative divisions, and a model for establishing a cloud-based operations management system have been devised as to reinforce the collaborative preservarion model.
Then, a perception survey was conducted on librarians of each type of library, and in-depth interviews were conducted with experts of each field. The results are as follows.
First, on the implementation model, the implementation model has two stages. The stages are differentiated based on the operating entity, ownership policy, secured manpower and budget, the type of data to be preserved, and the operation management system. The first stage is an early stage that serves limited functionality. The second stage is an operation model that can permanently preserve library materials through the collaborative preservation model.
Second, on the hierarchy relation model, at the national level, the National Repository, and at the regional level, the Regional Repository plays the role as the operating body of the collaborative preservation. The regional collaborative preservation archives are interconnected with the distributed collaborative preservation model of the national archives, and a nationwide collaborative preservation and cooperation network is established.
Third, on the model for establishing a cloud-based operations management system, the most important function that the collaborative preservation management system should implement is the integrated data retrieval system. Libraries participating in collaborative preservation must be able to borrow/return, inter-loan and search for preserved materials. The established model is a cloud-based model consisting of a joint preservation module, a digital module, and a service module.
The results of this study can be used as evidence for the establishment and implementation of policies for collaborative preservation. For the systematic preservation and use of library materials, it is very important to bring together the wisdom and capabilities of all librarians. It is expected that, starting with this study, a collaborative preservation policy for library materials will be established at the national level, and libraries of various types will be able to participate in the collaborative preservation archive centering on the regional centeral library at the regional level.
