This paper aims to present the alternatives for urban regeneration and economic revitalization, focusing on the case of the area near Hwangnidan-gil in Gyeongju-si. In Korea, the [Urban and Residential Environment Improvement Act] was enacted in 2002, and after it was implemented, the [Special Act for Promotion of Urban Reorganization] was enacted, and in 2007, the Urban Regeneration Project Group was launched. In June 2013, the [Special Act on Revitalization and Support for Urban Regeneration] was enacted, and urban regeneration projects were implemented through reinforcement of public support from the state and local governments.
"Urban Regeneration" means revitalizing cities that are declining due to a decrease in population, changes in industrial structure, indiscriminate expansion of cities, and aging residential environments economically, socially, physically, and environmentally through strengthening of capacity, introduction and creation of new functions, and utilization of local resources. The term "urban regeneration activation zone" is a city that is designated and released as a strategic target area to maximize the effect of projects for urban regeneration by concentrating the resources and capabilities of the state and local governments.
In the historical and cultural city of Gyeongju, the areas that correspond to the urban regeneration and urban regeneration activation areas under Article 2, Paragraph 1 of the Urban Regeneration Act and Article 2, Paragraph 1, 5 of the Urban Regeneration Act are Hwangnam-dong, Hwango-dong, and Jungbu-dong, Seonggeon-dong, and Wolseong-dong near Hwangnidan-gil.. So, in this paper, we analyzed and investigated the year-to-year changes in the number of foreigners in the population of these five regions. By investigating and analyzing the fluctuations in the total number of business establishments, the number of lodging and restaurant companies, and the number of wholesale and retail companies over the past 10 years, we have confirmed the phenomenon of urban communalization and commercial downturn due to relocation of compensation and removal of residential areas in cultural heritage protected areas. And it was possible to find the possibility of development by analyzing the trend of revitalization of commercial districts around Hwangnidan-gil, Gyeongju, which became a tourist attraction recently.
In this paper, measures to strengthen the connection of cultural contents in the aspect of urban regeneration, strengthen the connection of cultural contents in the aspect of economic revitalization, and reinforce policy support in the aspects of administration and finance were suggested. Despite the rapid population decline, various commercial district revitalization policies and the Hwangnidan-gil boom in the old town of Gyeongju were shown through a plan to achieve synergy effects by combining the administrative authorities, local merchants, and knowledge brains of local universities.
There have been numerous policy proposal papers so far, but it was difficult to find papers related to Hwangnidan-gil. Therefore, this thesis is only an analysis of some economic indicators and census data in the area around Hwangnidan-gil, Gyeongju, but through continuous research, it is necessary to study practical alternatives for urban regeneration and economic revitalization in all areas of Gyeongju.
