Republic of Korea is investing a lot in research and development. However, its ability to commercialize technology for R&D investment has yet to meet expectations. The government has designated and supported five R&D innovation cluster (Daedeok, Daegu, Busan, Gwangju and North Jeolla Province) as key sites for national R&D projects. R&D innovation cluster are key national innovation hubs in charge of basic and original research activities and commercialization based on them. However, since R&D innovation cluster are centered on public research institutes focusing on early technology and original technology, there are certain limitations to moving toward technology commercialization. To compensate for these limitations, legislation has recently been completed for regulatory sandboxes. Due to legislation, the R&D innovation cluster has set the stage for a leap forward. In this paper, we would like to find ways to make a leap forward in the R&D innovation cluster by activating venture capital with the introduction of regulatory sandboxes.
