The purpose of the study was to examine the status of business operations such as overall development and outcome evaluation of the employment success package in the 10th year of introduction, and to analyze the management status such as selection, current state, operation process and handling process to analyze the operation of private trust for execution of the project. Based on this, presented below are problems and direction of improvement for private trust projects to achieve the policy goals for successful job creation.
First of all, mid- to long-term measures were called for due to the influence of private consignment operations following the introduction of Korean-style unemployment assistance, and then the confusion of service provision and the frequent changes in policy of consignment operation was causing disruptions in the operation of consignment businesses. In addition, a unilateral consignment contract based on a one-year performance assessment as a problem with performance assessment and possible renewal of a contract resulted in job insecurity of the person in charge, thereby reducing the attitude of the execution of the committed project.
In a way to improve the problems of the employment success package private trust business, the study suggests that quality job support services are provided and the clarity and consistency of policies can be cited to the consigned operating personnel at the site to promote the performance of policy implementation. In addition, the revision of the selection audit method, securing allotment personnel, modifying and reviewing consignment costs, and granting incentives for the re-extension of superior institutions to stabilize consignment operations.
