The fundamental human rights are basic attributes which is widely acknowledged by mankind over the world and in international legal instruments as well. However, the practice of defending rights is incompatible with its inherent agreement. Outstandingly, the right to freedom of speech has been restrained in many countries, in where the government controls strictly citizen's voices in various ways.
The status quo in Vietnam is put on the serious alert. People in there have been experiencing malicious situations of interfering with expression by the abuse of authority. These days, there are a controversial criticism of new law which is considered as legal measure to intensify government power to control the exercise of right to freedom of speech.
This research is a rise to the concept of protection of exercise of human rights in Vietnam. Comparing it between Vietnam legislation and international conventions, examining its current legal system are main works demonstrated hereafter. Outstandingly, the writer focus on the Vietnam law on Cybersecurity which comprises issues challenging the right to freedom of speech.
