Modern society meets information-oriented age which is rapidly changed in all aspects of politics, economy, culture, etc. because of the development of scientific technology and increase of information. Especially, during the periocdical stream that administration becomes professional because of the development of IT technology, civil servants must learn and acquire newly so as to adapt themselves to this society. By reflecting the social atmosphere, government innovated the whole educational training operated originally, introduced Year-round Learning System in 2008 and has enforced it for 6 years.
This research conducted the survey for civil servants working at Chungcheongbuk-do office so as to respond complicated and various administrative demands of Modern society and confirm results and operation condition of Year-round Learning System enforced for the settlement of public office society's learning culture and confirmed if the Year-round Learning System is settled as original purpose in the society of Chungcheongbuk-do civil servants.
By the results of research, operation condition of Year-round Learning System in Chungcheongbuk-do is as follows.
For the learning motives, completion of compulsory education times is more than acquisition of general knowledge, improvement of working ability or adaptation to working environment. And, there was no difference by individual characteristics or working characteristics. Operation environment of the Year-round Learning System from an angle of organization for division head's educational supervision and colleagues' consideration was thoroughly favorable to employees' participation in Year-round Learning System. But, according to the division they work, operation environment of Year-round Learning System from an angle of organization showed mutually different aspects.
For the next, it examined an awareness of civil servants in Chungcheongbuk-do for the Year-round Learning System. As the result, they thoroughly knew main contents of each system, such as establishment of self-development plan, division head's responsibility system for junior cultivation, compulsory system of educational times, etc. Among them, compulsory system of educational times showed the highest awareness and for the next, there were establishment of self-development plan, system of educational and training times and promotion reflective system in order.
From an angle of Year-round Learning System's operation, establishment of self-development plan and system of educational and training times were enforced well, but division head's responsibility system for junior cultivation wasn't enforced well relatively. In addition, each system for a part of Year-round Learning System showed differences by genders for individual characteristics and different aspects by position and working division for working characteristics.
If synthesizing the above results, civil servants belonging to Chungcheongbuk-do office participated in the always-learning so as to fill up yearly compulsory education times by the operation of compulsory educational system rather than the development of self-capability and showed differences in effectiveness of Year-round Learning System by working divisions.
If suggesting implications based on the results of research, the first, educational and training times of regional civil servants must be minimized so as to reduce the hindrance of works and burden for compulsory educational times due to the quantitative expansion of education and training. The second, it's important to establish under the standard of connection to current works so as to cope with rapidly changed administrative environment actively, but it's necessary to grasp interested fields of civil servants and fulfill the learning of strengthening capabilities suitable for it so as to improve their professionalism and capabilities.
Finally, it's necessary to maximize the effects of Year-round Learning System as operation of educational and training system is connected to the aspect of personnel management such as transference and promotion from the effective aspect of always-learning.
