Today, with the rapid changes in administrative environments, the reorganization for local administrative districts are strongly required to not only expand the role of local authority but also promote the local decentralization and the realization of local autonomy.
Thus, in this research, the domestic and abroad trend in the reorganization of local administrative districts were compared and analyzed. Based on this comparison and analysis, we would like to search for the direction of reorganization of local administrative districts.
When examining domestic trend in perspective of the National Assembly, the Central government, Local authority, and the civil society organization, the results were as below :
The National Assembly has made a position on the wide unit of local governments that the organization of autonomous states in the form of federation system and its size can be partially adjusted but basically hold a firm position to maintain the current system as it is. On the other hand, on the basic unit of local governments, the National Assembly has almost single opinion to enlarge their size through the integration. The central government is now establishing the steering committee for the reorganization of local administrative system directly under the president to promote the reorganization. On the contrary, local governments have different positions from the central government according to their own situation. The association of the civil society organizations expresses their deep concerns a rough-and-ready integration or reorganization controlled by government and clearly opposition to such reorganization.
Accordingly, for desirable reorganization of local administrative districts, following plans should be groped as below :
First, first of all, the function of province and city and county should be clearly clarified
Second, as a reorganization plan for the basic unit of local government, partial adjustment plans are recommendable if the alignment principle of life zone is emphasized, whereas if the principle of democratic value is emphasized, the reduced reorganization plans are recommendable. However, if considering it in terms of values which a nation should seek for under the local autonomy system, the reduced reorganization plan for the basic unit of local government which can enhance further democratic value appeared to be more recommendable. In case of wide unit of local government, partial adjustment plans can maintain the current system so that the historicity which has been handed down for long time can be respected as well as the sociopolitical disorders arisen out of the full-scale reorganization can be minimized. The expanded reorganization plans surely improves the response capability of regional administration, at the same time, by reducing a little the number of the administrative agency, surely enhance the efficiency of fiscal expenditure. To settle problems in the integration of wide unit of local government, the practice will of local governments as stakeholders and the positive support from the central government and the National Assembly are strongly and necessarily required.
Third, to reach a national consensus on the reorganization of the administrative districts, both the collection of various community opinions and the positive participation are also essentially required.
